WORK SESSION PROCEEDINGS
FEBRUARY 5, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held
on Monday, February 5, 2018, at 5:00 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:03 pm with Council Members Nelson, Weisensel and
Freske attending. Guests included Andy Proshek (current RAHA President) and Craig Nelson (Former
RAHA President).
Staff present included the following;

DISCUSSION
2.a. Cartegraph Demo
Public Works Coordinator Watson provided a high level overview of the Cartegraph software that the
city purchased last year for a grand total of $64,000. The cost going forward will be approximately
$29,000 per year. Cartegraph manages everything Public Work’s staff does i.e. asset management, work
orders, etc.
Watson presented an overview of what the website looks like and highlighted several features of the
software. Watson requested from Council if they have any requests to track regarding Public Works to
bring it to her attention and staff can determine if that is feasible.
Council members had questions on the financial piece and how Cartegraph and the budget can be tied
together going forward when reviewing the budget annually. Watson stated the City can use Cartegraph
as a resource when preparing budget numbers.
Council members questioned the amount of historical data in the old Cartegraph and files that have yet
to be converted to the updated version. Lindquist mentioned that staff is getting a GIS Intern in the
future that could potentially assist with getting historical data into the new Cartegraph.
Mayor Droste challenged the Council members to think about what are the most important elements to
have tracked and reported back to on with the new software now knowing many of the capabilities
Cartegraph has.
Council member Weisensel would like to know how many other departments could utilize this software.
Watson stated she has started conversations with park and recreation and has demonstrated ways that
Cartegraph could assist with some of their tasks. Staff will continue to brainstorm ways to fully utilize
this software and provide updates on any council members’ requests.
2.b. Ice Agreement with Inver Grove Heights
Parks and Recreation Director Schultz discussed the opportunity that was presented to him and
Rosemount Area Hockey Association’s (RAHA) Former President Nelson and Current President
Proshek. Inver Grove Heights Community Center (IGHCC), which has two ice rinks (east & west rink),
is offering a chance for RAHA to get a total of 550 peak hours of ice at the IGHCC from November 1

through February 28 on an annual basis knowing that our previous referendum failed and another sheet
of ice in Rosemount is not on the immediate horizon.
In return for getting the additional ice at IGHCC, the City of Inver Grove Heights (IGH) is asking both
the City of Rosemount and RAHA to help pay for repairs to their west rink. IGH would like to make the
repairs to the west rink before it fails completely and they are without a sheet of ice. Staff is proposing
the City Council consider entering into a 10-year joint powers agreement with IGH to assist them in
paying for their west rink improvements in return for RAHA getting more ice time at the IGHCC.
The estimated price of an ice rink right now is approximately 9.4 million dollars. Staff sees this as an
immediate positive impact to our community without paying the price of a new ice rink right now. This
opportunity will allow us several years to determine what Rosemount’s ice needs are in the coming years.
RAHA currently uses Rosemount ice at its max capacity and this year RAHA was able to get more ice
from Burnsville and Apple Valley as those communities see their ice numbers shrinking.
The engineer’s estimate to make the necessary repairs to the west rink at IGHCC is $1,011,000 which
staff is anticipating will be less once the bids come back. The cost would be split between the City of
Inver Grove Heights and the City of Rosemount, with RAHA reimbursing the City of Rosemount one
half of the portion that the City of Rosemount will be responsible for.
The City of Rosemount and RAHA would not be responsible for any additional operating costs or
capital improvements to IGHCC. Per the current JPA, Rosemount shall pay 69% of the West Ice Rink
Improvement Project Costs, plus interest at the annual rate of 6.326% on the unpaid balance.
Rosemount will not pay more than 90% of the West Ice Rink Improvement Project Costs.
Council is concerned about the price and what the final cost will be. Schultz confirmed, once IGH has
the design ready and it is put out to bid, if staff and council are not comfortable with what the bids come
back in at, we can opt out of the agreement.
Council members opened up with several comments and questions; will the boards continue to be
plastic or will it become glass so it is easier to view a game? Could RAHA use the west rink to host
tournaments to help recoup the cost and possibly do some branding at the rink? Council members also
had questions regarding RAHA’s financials and how they would be contributing to the agreement.
Schultz stated, should they not be able to reach an agreement with RAHA, they will inform IGH and the
current JPA will not move forward.
STAFF & COUNCIL UPDATES
Lindquist provided an update regarding her recent conversation with Warren Isrealson regarding
building a hotel in Rosemount. Lindquist discussed a few of his potential plans for the hotel. Council
would like to better understand who his hotel partner will be. With council’s understanding that they
may provide some financial incentive depending upon the plan outcome, Lindquist will continue further
the conversations with Isrealson about providing a hotel in town.
Staff was initially told that the UMore purchase agreement for the first 435 acres of land for future
development would be going to the Regents for approval in February. That date has been moved to
May.

Lindquist provided an update regarding a previous Planning Commission item and a request to waive
city fees.
Lindquist made mention that the City is back on board with Metropolitan Council to use the overflow
pipe from the Empire Treatment Plant. The underlying premise of the agreement is that Rosemount will
not have to build costly infrastructure out to the Mississippi River, and the City will be able to lease the
pipe. Although, it should be noted that ultimately the City will need to have an exit strategy if the Met
Council can no longer provide excess capacity in the pipe.
ADJOURNMENT
There being no further business to come before the City Council, with a motion from Droste, second by
Nelson the meeting was adjourned at 6:57 p.m.
