HomeMy WebLinkAbout20180306 - Minutes of the March 6, 2018, Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 6, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held on Tuesday, March 6, at 5:00 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 pm with Council Members Nelson, Weisensel, Debettignies and Freske attending. Development Team from Hope Fieldhouse was also in attendance. Staff present included the following; o City Administrator Martin o Finance Director May o Community Development Director Lindquist o Parks & Recreation Director Schultz o Chief of Police Scott DISCUSSION 2.a. Hope Fieldhouse Parks & Recreation Direction Schultz discussed the Hope Fieldhouse intentions to move forward with the facility they are proposing to build in Rosemount. The location of the proposed Fieldhouse is on the campus of Community of Hope Church. Schultz is not requesting any formal action at this time; this item is for discussion only. Hope Fieldhouse development team presented their intentions and provided an overview of their marketing material. The building would be 42,000-sq. ft. in size and would include basketball courts, walking tracks, fitness center, office space, and space to host special events. Hope Fieldhouse development team discussed their financial plan and discussed their goal of trying to raise enough funds to be in the ground this year and then be open to the public in the near future. Hope Fieldhouse development team also discussed the letters of intent they had received and how they plan to manage their finances once operating. Hope Fieldhouse is requesting that if the City of Rosemount has any way of assisting with speeding up the process of getting Hope Fieldhouse in the ground sooner and helping lower their debt, to bring it to their attention. Hope Fieldhouse is currently working on preparing business partnerships with local corporate businesses as well. Council Member Weisensel suggests Hope Fieldhouse connect with the school district as well to see if the district is interested in any sort of partnership. Martin will review with staff creative ways that the City of Rosemount could possibly assist with getting Hope Fieldhouse in the ground faster. As this was the first time that the Hope Fieldhouse proposal was brought before council, the council will brainstorm this item at councils’ goal setting session in the upcoming week and discuss their stance regarding this item. 2.b. Funeral Escorts Chief Scott discussed funeral escorts and how they have been a concern of staff for some time, mostly due to the liability to the city. Although funeral escorts can be short in duration, the escorts do take time and several officers to operate safely. To conduct an escort safely, you would need a minimum of two vehicles to control the traffic on Highway 3. If council would like staff to continue to move forward with doing escorts, staff is suggesting parameters be set. 6.b. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 6, 2018 The City Council is proposing that if staff has the availability and an escort is needed; police will move forward with providing assistance getting cars through the traffic signal at Highway 3 & Connemara Trail only. If the funeral home is requesting a full escort, they will need to connect with an outside agency for this full service. Staff also made mention that if there were to be an emergency at the time of the escort; police would take priority to the emergency call. The council’s proposal will be a slight modification to the current policy as police will no longer offer a full escort. The City Council is suggesting it to be clear to all parties that if police are called out to an emergency, that the emergency will be top priority. STAFF & COUNCIL UPDATES Council Member DeBettignies discussed his upcoming schedule and that he will be missing a few upcoming meetings. Council Member Nelson discussed a few upcoming local events that he will be attending. ADJOURNMENT There being no further business to come before the City Council, with a motion from Droste, second by DeBettignies the meeting was adjourned at 6:48 p.m. CITY COUNCIL DISCUSSION AFTER THE COUNCIL MEETING In a closed session following the regular City Council meeting, the City Council conducted the annual performance review of City Administrator Martin. A report on the results of City Administrator Martin’s performance review will be provided at the next City Council meeting ADJOURNMENT There being no further business to come before the City Council, with a motion from Droste, second by Nelson, the closed meeting was adjourned at 9:05 p.m. Respectfully Submitted, Erin Fasbender City Clerk
