REGULAR MEETING PROCEEDINGS
May 1, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, May 1, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Councilmembers Nelson, DeBettignies, Freske and
Weisensel attending.
Staff present included the following;
o City Administrator Martin
o Public Works Director Erickson
o Police Chief Scott
o Recording Secretary Armstrong
o Assistant City Administrator Foster
The Pledge of Allegiance was recited.

None.
Motion by Nelson Second by Weisensel
Motion to Adopt the Agenda
Ayes: Weisensel, Nelson, Freske, DeBettignies, Droste
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
a. Public Service Recognition Week
City Administrator Martin described upcoming employee appreciation breakfast. Mayor
Droste read a Proclamation recognizing Public Service.
Motion by Droste Second by Nelson
Motion to Adopt the Approve the Proclamation.

9.a. 2018 Youth Commission Appointments
Assistant City Administrator Foster gave a brief history of Youth Commission and introduced the
four returning commissioners and four new commissioners. Six were in attendance. Mayor Droste
explained that 1/3 of Rosemount’s population is under 18 and that the Youth Commissioners help
guide the City Council in decisions affecting that population. DeBettignies thanked the
commissioners and Weisensel updated the Council on upcoming projects.
Motion by Weisensel Second by Nelson
Motion to Appoint the Following Individuals to the Youth Commission: Brett Abraham,
Maisy Armstrong, Aashish Bharath, Jake Liggett, Andreea Moisei, Kate Nozal, Jacqueline
Radosevich, James Whebbe.
Ayes: Droste, Nelson, Freske, Weisensel, DeBettignies
Nays: None. Motion carried.

9.b. Adoption of 2018-2019 City Council Goals and Initiatives
City Administrator Martin provided background on the 2017 initiative to develop the 2022 Strategic
Plan. He provided a PowerPoint presentation highlighting the Strategic Plan and discussed the three
main goals for 2018-2019. Specific projects and initiatives for 2018-2019 were also discussed.
Motion by DeBettignies Second by Weisensel
Motion to adopt the City Council’s 2018-2019 Goals and Initiatives, as presented.
Ayes: Freske, Weisensel, DeBettignies, Droste, Nelson,
Nays: None. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events, including the upcoming Arbor Day tree giveaway
and Earth Day litter pickup. The next City Council meeting will be held on Tuesday, May 15, 2018
at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste and
second by Weisensel the meeting was adjourned at 7:23 p.m.
