RECOMMENDED ACTION: Motion to approve receiving the bids for the UMore Dugout
addition project and award the contract to the low bidder, Mohs Construction, for the base
bid amount of $263,300.00.
ISSUE
In the fall of 2017, DCTC requested that additional improvements be made to one of the fields at the
complex that the college uses for the softball program. The college is requesting that concrete block
dugouts and a large concrete bleacher pad be added to the north field they use at the complex. The City
Attorney’s office created a new amendment to the 2014 Amended and Restated Ballfield Use Agreement
that would allow for the City and our consultants to design the requested improvements and for DCTC to
pay the City for the cost of the design and the cost of the construction of the improvements if they are
made.
On December 19, 2017 the City Council approved the agreement allowing the City and DCTC to pursue
the improvements. The City Council also approved the hiring of ISG to create the plans and specifications
for the dugout project.
The plans and specifications were recently completed and the project was put out for public bid.
The engineers estimate for the project was $204,035.38. Bids were received for the project on Tuesday,
April 3, 2018, and were opened and read aloud. A total of five bids were received. The bids were checked
for mathematical accuracy and tabulated. Listed below are the bid results:

BACKGROUND
The City of Rosemount owns two softball/baseball fields that were constructed just south of the Ames
Soccer Complex. The land was pre-dedicated to the City of Rosemount by the University of Minnesota.
The two fields were built to accommodate youth/high school and collegiate fast pitch softball and youth
baseball. In 2012, the City agreed to allow DCTC to use one of the fields for their women’s fast pitch
softball program during hours that do not conflict with local youth programs.

In 2014, the City and DCTC amended the agreement to allow for the college to make some improvements
to the field they use that included dugout improvements, baseline fencing, bullpens, a storage shed and
signage.
In 2017, DCTC is requested that additional improvements be made to one of the fields at the complex.
The college is requesting that concrete block dugouts and a large concrete bleacher pad be added to the
north field they use at the complex.
The City Attorney’s office has created a new amendment to the 2014 Amended and Restated Ballfield Use
Agreement that would allow for the City and our consultants to design the requested improvements and
for DCTC to pay the City for the cost of the design and the cost of the construction of the improvements.
The agreement would be in place for 10 years and the improvements would be available to all park users.
RECOMMENDATION
Staff is recommending that the City receive the bids for the UMore Dugout addition project and award the
contract to the low bidder, Mohs Construction, for the base bid amount of $263,300.00. If approved, the
project will start in the late summer after the regular softball/baseball season ends.

On April 3, 2018, ISG, Inc. received bids and assisted in the opening of bids for the UMore Park – DCTC Field
Improvements project. Five general contractor bids were received, with base bids ranging from $263,300.00 to
$318,600.00. In addition to the base bid, this project also included an alternate option to omit the storage room at
the first base dugout. The alternate bid deducts ranged from $7,020.00 to $30,100.00. There was also an option to
include an In-Kind Donation as shown on the enclosed Bid Tabulation.
ISG has reviewed the received bids and finds the base bid, submitted by Mohs Construction, acceptable in the amount
of $263,300.00, along with the alternate bid deduct totaling $7,020.00.
Mohs Construction has previous experience performing this type of work, and we feel they are fully capable of
completing the project per the plans and specifications. I have spoken with the contractor, and they are prepared to
accept the contract for the bid amount.
ISG recommends that you award the contract to Mohs Construction for a total base bid of $263,300.00. While ISG
suggests maintaining storage at the first base dugout for added convenience, the City may choose to accept the
alternate deduct of $7,020.00 to omit this storage area reducing the total contract amount to $256,280.00.
