complete the Rosemount’s Decennial Comprehensive Plan update review obligations.
SUMMARY
The City Council is being asked to adopt a resolution requesting additional time to complete Rosemount’s
decennial Comprehensive Plan update. Under State Law, the City is required to submit its 2040
Comprehensive Plan Update to the Metropolitan Council by December 31, 2018, and this deadline must
incorporate the six months allowed for adjacent community review. In order to meet this timeline, the
City would need to complete a final draft of the plan by June 30th of this year for distribution to adjacent
communities. While the land use and introductory sections of the plan are nearing completion, the City
only recently has engaged the services of consultants to work on the transportation, wastewater, surface
water, and water supply sections of the plan. This work is expected to continue through the month of
September. In order to ensure that there is adequate time to review these technical sections and integrate
these plans with the rest of the document, staff is recommending a six-month extension, which means the
City would be submitting the Plan for adjacent community review by December 31, 2018 and submitting
the final document to the Met Council before June 30, 2019.
BACKGROUND
In 2016 the City began working on the 2040 Comprehensive Plan by hosting a series of area planning
meetings and engaging the community with several city-wide open houses. The Planning Commission has
also conducted a series of workshop meetings throughout the past two years to discuss the
Comprehensive Plan, with a focus on drafting an updated version of the future land use map. With some
of the turn-over in staffing with the Public Works Department, staff has held off on moving forward with
some of the more technical elements of the plan, including the transportation and water resource sections;
however, consultants with expertise in transportation, sanitary sewer services, and water supply have now
been hired and work has commenced in these areas. Each of the consultants has indicated that their work
will be completed by September of this year. Planning Staff is currently working on completing drafts of a
resiliency section, economic development chapter, MRCCA area plan, and other smaller sections that will
be integrated with the land use and technical elements of the plan.
RECOMMENDATION
Staff is recommending that the City Council adopt a resolution requesting additional time to complete the
Rosemount’s Decennial Comprehensive Plan update review obligations.

A RESOLUTION REQUESTING ADDITIONAL TIME
WITHIN WHICH TO COMPLETE COMPREHENSIVE
PLAN “DECENNIAL” REVIEW AND UPDATE OBLIGATIONS
WHEREAS, Minnesota Statutes section 473.864 requires local governmental units to review and, if
necessary, amend their entire comprehensive plans and their fiscal devices and official controls at
least once every ten years to ensure comprehensive plans conform with metropolitan system plans
and ensure fiscal devices and official controls do not conflict with comprehensive plans; and,
WHEREAS, Minnesota Statutes sections 473.858 and 473.864 require local governmental units to
complete their “decennial” reviews by December, 31, 2018; and,
WHEREAS, Minnesota Statutes section 473.864 authorizes the Metropolitan Council to grant
extensions to local governmental units to allow local governmental units additional time within
which to complete the “decennial” review and amendments; and,
WHEREAS, any extensions granted by the Metropolitan Council must include a timetable and plan
for completing the review and amendment; and
WHEREAS, at its January 10, 2018 meeting the Metropolitan Council authorized its staff to
administratively review and grant extensions if extension requests are submitted by May 31, 2018;
and,
WHEREAS, extensions for completing decennial updates do not change any due dates for surface
water management plans or water supply plans; and,
WHEREAS, the City of Rosemount will not be able to complete its “decennial” review by
December 31, 2018 for the following reasons: Due to internal staffing and other reasons, the City
was unable to hire consultants to prepare the transportation, wastewater, surface water, and water
supply sections of the plan until the spring of 2018. The City will need additional time to complete
these sections and to incorporate them into the overall update.
WHEREAS, the City Council finds it is appropriate to request from the Metropolitan Council an
extension so the City can have additional time to complete and submit to the Metropolitan Council
for review an updated Comprehensive Plan and amend its fiscal devices and official controls.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT, MINNESOTA, AS FOLLOWS:
1. The City Administrator is directed to submit to the Metropolitan Council no later than May
31, 2018, a letter requesting an extension to June 30, 2019.
2. The City Administrator must include with the request a reasonably detailed timetable and
plan for completing the review and amendment by June 30, 2019.
