ATTACHMENTS: West Rink Project Costs APPROVED BY: LJM RECOMMENDED ACTION: Motion to direct staff to provide written documentation to the City of Inver Grove Heights that the Rosemount City Council supports the City of Inver Grove Heights receiving and awarding the contract to the low bidder for the Inver Grove Heights West Rink Floor Project. ISSUE As part of the approved 10 Year Joint Powers Agreement with the City of Inver Grove Heights for the West Rink Improvement Project, the City of Rosemount needs to let the City of Inver Grove Heights know if we support them awarding a contract for the project and moving forward with the improvements. The bids for the floor portion of the project and the other costs of the project are attached for review. The floor improvements were recently publicly bid, and dasher boards and the ice resurfacer were both purchased through a purchasing co-op. When using a purchasing co-op, the vendors go through a bidding process to be chosen as a vendor to be listed as a sole provider in a co-op. BACKGROUND In the summer of 2016, Rosemount Parks and Recreation Department was contacted by staff from the City of Inver Grove Heights about an opportunity for RAHA to secure additional ice at the Inver Grove Heights Community Center (IGHCC). At the time of the call both rinks at the IGHCC were in need of major repairs. The east rink’s repairs were needed immediately and were completed in the summer of 2017. The repairs for the west rink are expected to be required in the next year or two. RAHA currently uses approximately 200 – 230 hours of ice at the IGHCC. Inver Grove Heights is offering a chance for RAHA to get a total of 550 peak hours of ice at the IGHCC from November 1, through February 28, on an annual basis. In return for getting the additional ice at IGHCC, the City of Inver Grove Heights is asking both the City of Rosemount and RAHA to help pay for repairs to their west rink. The proposed West Rink Improvement Project would include a new rink floor, supply header, electrical, dasher board improvements, a new ice resurfacer, design fees and contingency. Based on the bids and costs received, the total project cost is within the preliminary estimates utilized during discussion of this partnership opportunity. RECOMMENDATION Staff is recommending that the City Council direct staff to provide written documentation to the City of Inver Grove Heights that the Rosemount City Council supports the City of Inver Grove Heights receiving and awarding the contract to the low bidder for the Inver Grove Heights West Rink Floor Project.
