BACKGROUND
The 2018 Street Improvement Project includes:
December Trail between Diamond Path Road and Shannon Parkway
December Court between December Trail and the cul-de-sac
Dartmoor Court between December Trail and the cul-de-sac
Daybreak Avenue between December Trail and 152nd Street W
Danville Avenue between December Trail and 153rd Street W
Dewberry Court between 152nd Street W and the cul-de-sac
Darjeeling Court between 152nd Street W and the cul-de-sac
151st Street W between Danbury Avenue and Shannon Parkway
152nd Court W between Danbury Avenue and the cul-de-sac
152nd Street W between Diamond Path Road and Darjeeling Path
153rd Street W between Darjeeling Path and Shannon Parkway
154th Court W between Danbury Avenue and the cul-de-sac
Darjeeling Path between 152nd Street W and 155th Street W

The action to Hold the Assessment Hearings / Adopt Assessment Roll / Award Contract will be at the
June 19, 2018 City Council meeting.
Construction is proposed to begin in June 2018 and is anticipated to be completed, including all
restoration items, in the fall of 2018.

SUMMARY
Staff is recommending Council adoption of a resolution to declare the costs to be assessed, order the
preparation of the proposed assessment, and set a public hearing for June 19, 2018 at 7:00 p.m. or as soon
thereafter as possible.

A RESOLUTION CALLING FOR HEARING ON THE PROPOSED ASSESSMENT
2018 STREET IMPROVEMENTS PROJECT, CITY PROJECT 2018-01
WHEREAS, by a resolution passed by the City Council on May 1, 2018, the City Clerk was directed to
prepare a proposed assessment of the cost of Improvement No. 2018-01 improving the following
streets:
• December Trail between Diamond Path Road and Shannon Parkway
• December Court between December Trail and the cul-de-sac
• Dartmoor Court between December Trail and the cul-de-sac
• Daybreak Avenue between December Trail and 152nd Street W
• Danville Avenue between December Trail and 153rd Street W
• Dewberry Court between 152nd Street W and the cul-de-sac
• Darjeeling Court between 152nd Street W and the cul-de-sac
• 151st Street W between Danbury Avenue and Shannon Parkway
• 152nd Court W between Danbury Avenue and the cul-de-sac
• 152nd Street W between Diamond Path Road and Darjeeling Path
• 153rd Street W between Darjeeling Path and Shannon Parkway
• 154th Court W between Danbury Avenue and the cul-de-sac
• Darjeeling Path between 152nd Street W and 155th Street W
• Danville Avenue between Darjeeling Path and 155th Street W
• 155th Court W between 155th Street W and the cul-de-sac

• Dakota Drive between Danville Avenue and a point approximately 350 feet east, and
WHEREAS, the clerk has notified the Council that such propose assessment has been completed and
filed in his office for public inspection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Rosemount, Minnesota:
1. A hearing shall be held at 7:00 p.m. on June 19, 2018 in the Council Chambers at the Rosemount
City Hall, 2875 145th Street West, Rosemount, MN 55068-4997 to pass upon such proposed
assessment. All persons owning property affected by such improvement will be given an
opportunity to be heard with reference to such assessment.

2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be
published once in the official newspaper at least two weeks prior to the hearing, and he shall state
in the notice the total cost of the improvement. He shall also cause mailed notice to be given to
the owner of each parcel described in the assessment roll not less than two weeks prior to the
hearing.
3. The owner of any property so assessed may, at any time prior to certification of the assessment to
the county auditor, pay the whole of the assessment on such property, with interest accrued to the
date of payment, to the City of Rosemount, except that no interest shall be charged if the entire
assessment is paid within 30 days from the adoption of the assessment. An owner may at any time
thereafter, pay to the City of Rosemount the entire amount of the assessment remaining unpaid,
with interest accrued to December 31 of the year in which such payment is made. Such payment
must be made before November 15 or interest will be charged through December 31 of the
succeeding year.
