RECOMMENDED ACTION: Motion to Approve Change Order #1 for the Flint Hills Athletic
Complex Project.
ISSUE
The second phase of improvements is currently under construction at the Flint Hills Athletic Complex. As
you may recall, the improvements include four new green fields, sun shelter, trails, parking lot, access road,
and landscaping. The green fields that are being built are sand based fields. The construction of a sand
based field includes excavating twelve inches of soil from the field and replacing it with a special mix of
sand and peat. The special soil allows for better drainage and for the grass to grow extra deep roots.
City staff has been working Dakota Aggregates on a donation of several different materials for this project.
The sand needed for the sand peat mix was one of the materials that we were hoping to have donated.
Unfortunately, the sand being donated does not meet the tight specifications for the sand that will be
mixed with the peat. With that being said, we have asked the contractor to provide the City with a quote
for supplying the necessary sand needed to complete the work on the fields.
The contractor for the project has submitted a change order for $105,682.50 to supply the necessary sand
needed to complete the project as specified. Due to the highly competitive bids received for this project,
funds are available in the project fund to cover this change order.
RECOMMENDATION
Staff is recommending the City Council approve Change Order #1 for the Flint Hills Athletic Complex
project in the amount of $105,682.50.

Mr. Schultz,
Attached you will find a copy of Change Order #1 which has been signed and is ready for formal execution.
Please review and, if acceptable to you, please sign all three original copies which are being mail delivered.
Once processed, please keep one copy for your records and return two copies to our office, one for the
contractor and one for our files.
The processed sand identified for the root zone mixture of athletic field areas was bid with the understanding
that the sand material was to be provided by Dakota Aggregate. City Staff had secured the material as a
donation from Dakota Aggregate for the project, with the understanding that the contractor awarded the
project would only need to haul, blend, and place the donated material as a part of their bid unit price for
the work. However, following material testing of the donated material, it was determined that the material
would not be suitable for use as specified. As such, the contractor has provided a price to provide the sand
from a different sand mine, which is the same source that was utilized for phase 1. Those additional material
and transportation costs are represented in this change order request.
Due to the need for suitable sand material to blend the root zone mixture as designed for proper field use,
we recommend the City approve this change order in the amount of $105,682.50 from Friedges
Landscaping, Inc. to provide the sand material in lieu of utilizing the donated material that doesn’t meet
specifications for the root zone mixture.
