Minutes of the June 19, 2018, Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 19, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 19, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Councilmembers DeBettignies, Freske and Nelson attending. Councilmember Weisensel was absent from the meeting. Staff present included the following; o City Administrator Martin o Public Works Director Erickson o Community Development Director Lindquist o Communications Coordinator Cox o Recording Secretary Armstrong o Sgt. Dahlstrom o Parks and Recreation Director Schultz o Assistant City Administrator Foster The Pledge of Allegiance was recited. APPROVAL OF AGENDA Administrator Martin indicated there were no changes to the Consent Agenda. Motion by DeBettignies Second by Freske Motion to Adopt the Agenda as presented. Ayes: (4) Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS a.Commendation of Tim Wynes Mayor Droste commended the service of Tim Wynes to the community at large and his Service to Dakota County Technical College. He presented him with a plaque and the key to the City. Mr. Wynes thanked the council for their enduring relationship with the college. b.Commendation for Attainment of Eagle Scout Rank of Michael Johnson Mayor Droste commended the service of Michael Johnson citing his major service project at Red Pine Elementary and his attainment of the Eagle Scout honor. He presented Mr. Johnson with a Certificate of Commendation. PUBLIC COMMENT None. RESPONSE TO PUBLIC COMMENT None. 6.a. Councilmember Nelson recognized First State Bank, Dakota Electric and Minnesota Energy Resources for their monetary donations to Rosemount’s Safety Camp. The approximate total of the three donations is $1,800.00. PUBLIC HEARINGS 7.a. 2018 Street Improvement Project, City Project 2018-01, Assessment Public Hearing, adopt Assessments, Award Contract Director Erickson provided a brief presentation on the project. This was the second of two required public hearings for the 429 process for levying assessments and completing projects that would be of benefit to the public. The project goals are to restore pavement, repair curb damage, seal manholes and upgrade pedestrian facilities. Residents had the opportunity to reserve the right to appeal at the meeting by stepping forward and providing name and address. No residents came forward for appeal. DeBettignies asked for clarification on costs included in assessments. Erickson clarified information. Nelson asked for more information about the bidding process. Erickson described the ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 19, 2018 process of choosing one low bid contractor. Freske asked if there was a negative impact by the removal of the tree removal portion of the plan. Erickson said not now and that there weren’t funds for that part of the project but will remain in consideration in the future. Resident Dave Wells on Danville Ave. asked what the last date for payment of assessment will be to avoid interest and additional fees. Erickson said October 31st the assessment will go to the County for administration. Resident Les Rhodes on Danville Ave. asked if there would be limited parking on one side of December Trail and Danville Ave. He also asked about pedestrian crossings. Erickson replied that they did not look at limited parking and there was attention paid to appropriate pedestrian crossing signs. Mayor Droste reaffirmed that the city will be paying the sidewalk costs. Resident Kevin Kelley on 153rd Street W thinks there should be flashing yellow lights to slow traffic on his road prior to the pedestrian crossing. Erickson replied there will be painted crosswalk and signs install. They will continue to review as part of the traffic safety committee. Resident Bruce Posthumus on 158th Court W brought a letter he received from the City that states it was the only correspondence he would receive. He wanted to know if the southern portion of the project has been approved. He also wanted to know the timetable and schedule of the improvements. Erickson answered that it was the plan to have it approved by City Council and that would not be the only correspondence. Erickson also said that the schedules have not yet been released but would be communicated by the contractor. Council member DeBettignies also added that there will be a 24/7 phone number available for help concerning the project. Motion by Droste Second by DeBettignies Motion to close the Public Hearing. Ayes: (4) Nays: None. Motion carried. Councilmember DeBettignies thanked Director Erikson for all his work and diligence with the low cost of the assessments. Motion by DeBettignies Second by Freske Motion to adopt the following motions, number one to hold a Public Hearing regarding assessments, number two to adopt the resolution approving assessment roles for 2018 Street Improvement Project, City Project 2018-01 and a motion to adopt the resolution receiving the bids and award the contract for the 2018 Street Improvements, City Project 2018-01. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 19, 2018 Ayes: DeBettignies, Droste, Nelson, Freske Nays: None. Motion carried. UNFINISHED BUSINESS None. NEW BUSINESS 9.a. Donation Agreement – Flint Hills Resources Director Schultz recognized the donation of 140 tons of oil to the second phase of the Flint Hills Athletic Fields project. This oil will ultimately be transformed to provide asphalt for the main parking lot. Schultz recognized Charles Boan from Flint Hills as a working partner. The estimated cost of the oil alone would be $63,000. Jake Reint of Flint Hills thanked the Director, Mayor and Council for their vision concerning the park. Director Schultz emphasized how important these parks and field s re to the youth amenities in Rosemount. Motion by Freske Second by Nelson Motion to approve the attached donation agreement with Flint Hills Resources to accept a donation of 140 tons of oil to be used in the mixing of the asphalt for the trails, parking lot and access driveway at the Flint Hills Resources Athletic Complex. Ayes: Nelson, Droste, DeBettignies, Freske Nays: None. Motion carried. 9.b. Donation of Materials – Dakota Aggregates Director Schultz recognized the donation of Ames Construction and Dakota Aggregates. Dakota Aggregates has donated thousands of dollars in the past during the first phase of the Flint Hills Athletic Complex project by the means of grading, utilities, parking and curb and gutter. They are providing much needed materials for the second phase. They are saving the City of Rosemount thousands of dollars on trucking cost alone. The estimated value of this donation is approximately $99,284.00. Schultz recognized the support of Pat Mason with Dakota Aggregates and Shawn Dahl with Ames Construction to our community. Motion by Nelson Second by DeBettignies Motion to approve accepting a donation of 12,312 tons of select granular borrow; 5,985 tons of class five; 612 tons of pea rock and 7,578 tons of processed sand to be used for the construction of the Flint Hills Resources Athletic Complex. Ayes: Freske, DeBettignies, Droste, Nelson Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 19, 2018 ANNOUNCEMENTS Mayor Droste reviewed the calendar of events including the June 26 Planning Commission meeting, the June 27 Youth Commission meeting and that City offices will be closed on July 4th. The next City Council meeting will be held on Monday, July 2, 2018 at 7:00 p.m, with a work session preceding the meeting at 5pm. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste and second by DeBettignies the meeting was adjourned at 7:53 p.m. and the council returned to continue the work session meeting.
