RECOMMENDED ACTION: Motion to accept “The DanO Fund” donation in the amount of
$2,500 to the Police Equipment Fund and to approve the expenditure of these funds to pay
for officers to attend and become certified in Crisis Intervention Training.
BACKGROUND
The Police Equipment Fund has been set up for the purpose of receiving donations that are designated for
the Police Department. Expenditures from this account are only made after approval is received from the
City Council.
Mental health calls across the nation have risen significantly over the last decade. As the first responders
on scene to people experiencing mental health crisis, police offices need to have skills and training to best
resolve these situations. Not only do officers need the education to recognize the various forms of mental
illness (i.e. schizophrenia, depression, etc.), but they need to be equipped with de-escalation tactics to
safely resolve these events.
Mark Olsen, one of the organizers of “The DanO Fund,” lost his brother to suicide several years ago.
Since then, Mark has been dedicated and focused on helping members of the community who work with
people in crisis and helping those who are personally dealing with mental illness. As a result, Mark wishes
to donate funds to assist with offsetting the cost of training the Rosemount Police Officers in crisis
intervention techniques. Primarily, Mark wants to help provide officers the training necessary to recognize
mental illness and equip them with skills in de-escalation.
Finally, it is important to note that on January 25, 2018, the Minnesota Board of Peace Officer Standards
and Training approved learning objectives that mandate officers receive training in crisis intervention,
mental illness crises, conflict management and mediation amongst others. Officers will be required to take
continuing education in this area and others in order to have their licenses renewed every three years.
The Council is being asked to accept a donation from the “DanO Fund” in the amount of $2,500. The
donation was made to increase training funds and help pay for officers to attend and become certified in
crisis intervention techniques.
RECOMMENDATION
Staff recommends the acceptance of the donation and authorization of the expenditure.
