SPECIAL MEETING PROCEEDINGS
April 16, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Rosemount City Council was held
on Monday, April 16, 2018, at 6:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members Nelson, Freske, DeBettignies and
Weisensel attending.
Staff present included the following;
o City Administrator Martin o Senior Planner Klatt

9.a. Canada Circle City of Rosemount Comprehensive Plan Amendment Request for
Properties at Canada Circle
Senior Planner Klatt provided an overview of the Comprehensive Guide Plan Amendment which
will facilitate future development of the Canada Circle property. Due to the fact that Comprehensive
Plan Updates are required by the end of 2018 to the Metropolitan Council, the Met Council has
indicated they would not accept any Comprehensive Plan Amendments after July 1, 2018. This
timeline could mean that projects would not get approval for 6 to 9 months, which is not desirable
from the City’s standpoint. Klatt informed Council that several cities have expressed their concern
regarding the July 1, 2018 deadline and Klatt is indicating staff will be requesting an extension of this
deadline.
Staff is being proactive and recommending amendments to the Comprehensive Guide Plan now for
development sites that could be impacted by the delay. Once Council approves any amendments,
surrounding governmental agencies have 60 days to comment and then the application is forwarded
to the Metropolitan Council for approval. A comprehensive plan amendment cannot be put into
effect until the Metropolitan Council grants approval.
Staff is currently reviewing three specific amendments that have been brought before the council
this evening in order to fully review and take the time to discuss each item. Klatt discussed in further
detail the first of the three amendments; the Canada Circle property and changing its designation

from RC-Regional Commercial to BP-Business Park along State Highway 3 just south of County
Road 42. The area is a combination of land owned by the City and the City’s Port Authority.
Currently, the land is designated for light industrial-type building. The Council is being asked to
reguide the entire site to Business Park. The Business Park land use designation is most consistent
with the intended use of the future purchaser.
Motion by Weisensel Second by DeBettignies
Motion to Approve Resolution amending the 2030 Rosemount Comprehensive Plan to
change the future land use designation of the Canada Circle properties from RC-Regional
Commercial to BP-Business Park.

9.b. McMenomy City of Rosemount Comprehensive Plan Amendment Request for
Properties North of 160th Street and East of Chippendale Avenue
Senior Planner Klatt provided an overview of the second of the three Comprehensive Guide Plan
Amendments. The property being discussed for this item is the McMenomy Property north of 160th
Street and East of Chippendale Avenue. Currently the land is designated for NC-Neighborhood
Commercial and staff is proposing it be changed to HDR-High Density Residential based on the
changes in the area i.e. relocation of State Highway 3 and per the property owners preference to
make the area more marketable. This land designation change would set this site up to allow for
proposals for an apartment or other high density developments.
Motion by Weisensel Second by Freske
Motion to adopt a resolution approving an amendment to the 2030 Rosemount
Comprehensive Plan to change the future land use designation of the three parcels located
north of 160th Street and East of Chippendale Avenue from NC- Neighborhood
Commercial to HDR-High Density Residential.

9.c. Opus and UMore Business Park City of Rosemount Comprehensive Plan Amendment
Request for UMore Business Park – Opus and General UMore Parcels.
Senior Planner Klatt provided an overview of the final Comprehensive Guide Plan Amendment.
The final property being discussed for this item is the Opus Site and UMore Site located east of
Dakota County Technical College and Audrey Avenue, west of Vic’s Crane, and north of 152nd
Street East approximately 600 acres. Currently the land is designated for AGR – Agricultural
Research and staff is proposing it be changed to BP – Business Park. One reason for this proposed
change is the City’s draft 2040 land use plan calls for Business Park development over large portions
of the UMore property east of DCTC. This amendment would support the potential sale and
development of this property before the 2040 plan is adopted.

Motion to adopt a resolution approving an amendment to the 2030 Rosemount
Comprehensive Plan to change the future land use designation of approximately 160
acres in the northeast portion of the UMore property from AGR – Agricultural
Research to BP – Business Park and to further expand the MUSA to include the
subject property (Opus).
Ayes: 5.
Nays: 0.
Motion by Weisensel Second by DeBettignies
Motion to adopt a resolution approving an amendment to the 2030 Rosemount
Comprehensive Plan to change the future land use designation of approximately 314
acres of the UMore property immediately east of the Dakota County Technical
College and north of 152nd Street East from AGR – Agricultural Research to BP –
Business Park and to further expand the MUSA to include the subject property
(UMore).
Ayes: 5.
Nays: 0.
ANNOUNCEMENTS
The City Council regular council meeting will be on Tuesday, April 17th at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 6:27 p.m.
