Home My WebLink About20180417 - Minutes of the April 17, 2018 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS April 17, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, April 17, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Nelson and Weisensel attending. Council Members DeBettignies and Freske were absent. Staff present included the following; o City Administrator Martin o Public Works Director Erickson o Community Development Director Lindquist o Parks and Recreation Director Dan Schultz o Recording Secretary Barikmo The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin cited the changes to the agenda: Items 6.m. and 6.n., Verizon and T-Mobile Wireless Antenna Leases, will be pulled from the consent agenda and will be acted upon on a later date. Motion by Nelson Second by Weisensel Motion to Adopt the Agenda as presented with changes. Ayes: 3. Nays: 0. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Arbor Day Proclamation Parks and Recreation Director Dan Schultz introduced a proclamation to declare May 5, 2018 as Arbor Day in the City of Rosemount. Rosemount has met certain standards every year and has been a part of Tree City USA for 26 years. One of the standards is to host an Arbor Day Celebration. This year’s event will be a Tree Give Away. The event will be held at the Public Works Garage on May 5, 2018 starting at 10AM. There are approximately 180 trees ranging from 6 to 8 feet tall. Attendees will be asked to show proof of residency. Motion by Droste Second by Weisensel Ayes: 3 Nays: 0. 6.c. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS April 17, 2018 3.b. RAAC Annual Presentation 2018 Chair of RAAC, Jeanne Crewson, gave a presentation of RAAC’s accomplishments, events overview and expressed gratitude to the City of Rosemount City Council. Schwartz indicated special thanks to the Parks and Recreation Department and Steeple Center staff for their continued support. Council Member Weisensel made mention that RAAC is currently looking for new members. 3.c. Recognition – City of Rosemount Volunteers City Administrator Martin stated that April 15-21 is Volunteer Appreciation Week. The Council wanted to take this opportunity to thank volunteers in the Rosemount Community, including but not limited to: Police Reserves, Rosemount Areas Seniors Board, Rosemount Fire Explorers, Leprechaun Days, RAAC, Adopt Park and Street Crews, Gardening and Maintenance Crew, and Sustainability Task Force. Mayor Droste read the proclamation establishing April 15-21, 2018 as National Volunteer Week in the City of Rosemount. Motion by Droste Second by Weisensel Ayes: 3 Nays: 0. Request by Copper Creek Development for Final Plat Approval of Dunmore 2nd Addition Ayes: Nelson, Droste, Weisensel Nays: None. Motion carried. Items pulled from discussion: 6.i. Receive Grant Funds from The American Legion and Approve Expenditure of Funds Received and 6.j. Receive Donation from American Legion: Council Member Nelson pulled items to provide recognition and gratitude for the donations from Rosemount American Legion Post #65. Donations will be used towards items of the Youth Fire Explorers program and Rosemount Police Department programs such as Safety Camp, Public Safety, Safety in the Park, and other youth activities. Motion by Nelson Second by Weisensel Motion to accept donation in the amount of $1,000.00 from Rosemount American Legion Post #65; to the Rosemount Police Equipment Fund and authorize the expenditure of up to $1,000.00 for youth activities. Ayes: 3 Nays: None. Motion Carried. Motion by Nelson Second by Weisensel Motion to accept donation in the amount of $1,000.00 from Rosemount American Legion Post #65; and authorize the expenditure of up to $1,000.00 for the Youth Fire Explorers Program. Ayes: Droste, Weisensel, Nelson Nays: None. Motion Carried. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS 9.a. Canada Circle Purchase Agreement Community Development Director Lindquist explained the Rosemount Port Authority and City Council own portions of the Canada Circle property that the City of Rosemount will be selling to Mr. Bry. Lindquist displayed the future plat that staff will be processing over the next several months. The parcel to be sold on Canada Circle is Lot #1, which is along Hwy 3, north of County Road 46. The City had acquired Lot 7A from Dakota County. The City had acquired the parcel with the intent for redevelopment in the Downtown. There was not any interest from the businesses downtown to relocate, and the city has now had the parcel for about 10 years. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS April 17, 2018 The Port Authority has had discussions with the purchaser who indicated his strong interest in purchasing the property. Mr. Bry has discussed the proposed use, which is manufacturing, assembly, sales, and potentially some indoor recreation use. The activities, discussion, and purchase agreement have been run primarily through the Port Authority. The Port Authority took affirmative action this evening due to both the Port Authority and the City both owning portions of the property. The purchaser will be coming through the planning review and approval process later this summer in order to start construction on the site this upcoming fall. The purchaser’s business is currently in Burnsville and he is looking to relocate his business to Rosemount in 2019. The purchaser is also a resident of Rosemount. Staff is recommending approval of the Purchase Agreement with the conditions and information within it. Motion by Weisensel Second by Nelson Motion to Approve the Purchase Agreement between the City of Rosemount and the Rosemount Port Authority and Symnabdre Properties LLC. Ayes: Weisensel, Nelson, Droste Nays: None. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of April and in May.
