WORK SESSION PROCEEDINGS
July 2, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held
on Monday, July 2, 2018, at 5:02 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:00 pm with Councilmembers Freske, Nelson,
DeBettignies and Weisensel attending. Staff present included the following:
o City Administrator Martin o Chief of Police Scott
o Parks & Recreation Director Schultz o Assistant City Administrator Foster
o Public Works Director Erickson
DISCUSSION
2.a. Review RFP for Community Rec Facility Investigation
Parks and Recreation Director Dan Schultz gave an overview of the process that the City plans to use for
a Recreation Facility Needs Assessment and Feasibility Studies RFP. The RFP would be used to hire a
consultant to help the City engage the community and conduct necessary research and analysis to
identify and evaluate community need for an indoor recreation center. Schultz mentioned a few other
cities that have went through a similar process including Washougal, WA and Farmington, MN.
The RFP will be sent out to 6-10 firms (not all from MN) and the consultants will be asked about
recommendations for partnership opportunities and community connections as well as creative
finance/funding ideas. Currently the plan is to have responses received by July 27th. City Council
directed staff to move forward with the process.
2.b. City Council Salary
City Administrator Martin explained that there have been some questions as to when it’s appropriate to
modify council salaries since the last increase was in 2014. Martin further explained that state law
requires that compensation adjustments for elected officials be done via ordinance amendment during
an election year, and any adjustment cannot be effective until the following year (so as to not benefit
current elected officials). This would be codified in ordinance form every time it is increased, every 2
years.
Discussion ensued and it was determined that the Council should receive the same cost of living increase
as the non-union employees receive every other year. For example, with a 2.75% increase for 2019, the
Mayor’s salary would increase from $9,200 to $9,453/year and the Councilmembers’ salaries would go
from $7,000 to $7,193/year. Staff was directed to bring this to a regular council meeting for
consideration of approval to be effective January 1, 2019.
UPDATES
3.a. Modifications to ATV ordinance
Chief Scott provided an update that the City is receiving more and more complaints about snowmobile
and ATV noise and our ordinances may need to be revisited. He will be bringing these proposed
revisions, and likely a recommendation about drone activity in city parks, to a future council meeting.

3.b. Potential project on Hwy 46
Public Works Director/City Engineer Brian Erickson explained that the County is looking at expanding
the width of Co. Rd. 46, from Hwy 3 eastbound to beyond Hwy. 52. A rough estimate of the project is
$28 million, of which the City’s portion for the project would be approximately $2.4 million.
The Council discussed the use of State Aid dollars and the current needs within the city. Erickson
explained that the County has done a good job with obtaining grants on projects. While the City
believes that this project is an important safety and efficiency improvement that the County should work
on, at this point the Council did not indicate interest in participating in payment of this due to higher and
differing priorities for the city. The Council would also like to see where our state aid is going in the
next few years. Further conversation on this project will be required and will occur as the project is
considered further.
3.c. Additional updates
There will be a Special Work Session to discuss the Hope Fieldhouse project at 5 p.m. on July 19, 2018
in the City Hall Conference Room.

There being no further business to come before the City Council, with a motion from Droste, second by
Nelson. The meeting was adjourned at 6:52 p.m.
