ISSUE
Over the last year there has been a “project updates” item added to the agenda, toward the end of the
meeting. Often the item is rushed as other topics on the agenda take up more time. To address this
comment, the updates are being shifted into the Old Business section of the agenda. The item will be more
formalized with some written information, although as stated previously, often information is confidential
upon the request of the business.
The latest update sent to the Port is pasted below with some quick updates included:
COMMERCIAL
Applebees: The public hearing for the liquor license is scheduled for the August 21, Council meeting.
Multi-tenant Retail: There has been no movement on this site. The Broker indicated that one of the
leads from Retail Strategies could be a potential tenant however the owner will not move forward with
construction when there is interest from only one tenant. See Retail Strategies for more info.
Warren’s property: Spoke to Warren and he is planning on moving forward with applications for a
concept plan and the hotel.
Merchants Bank site: Retailer interested in the site.
Staff distributed a flyer to potential residential and commercial developers highlighting Rosemount
Plaza and the redevelopment opportunity available. Previously, the realtor representing the owner
had approached some developers for the site.
Akron Ave: nothing new on retail prospects.

MGM retail space: Nothing new.
ALDI’s: Participated in the re-grand opening after expansion and interior remodeling work.
Dominos: the pizzeria will be a new tenant in Rosemount Crossing. The building permit should be
issued soon.
INDUSTRIAL
The City submitted information on 3 business park sites, UMore, OPUS, and Rosemount Business Park
for a large user. We had a conference call on Monday 8/6/2018 to follow up on the submittal. This
proposal is in partnership with DEED and Xcel Energy. We have received additional questions regarding
the site and are working to compile needed information.
Rosemount Business Park: There are several industrial users interested in the site.
Opus business park site: OPUS has been talking to several potential users but nothing formal.
I will be out of the office next week in Chicago with a variety of government and private sector folks
meeting with site selectors and businesses to familiarize them about MN, the Twin Cities and
Rosemount. The FAM Tour is being organized by DEED and members of the MN Marketing Partnership
were invited to attend.
RETAIL STRATEGIES
After discussions with our Retail Strategies client representative, they are going to start providing an
update to the City that will be inserted in the Port packet. The update is enclosed. As staff has
mentioned to the Port Authority, and Retail Strategies reinforced, these contacts are initially
confidential and therefore no company names are provided in the update.
OTHER
It is anticipated that the CDA building permit will be issued in the next week or two
The City has received a building permit application for another apartment building at Warren’s project.
The first phase of construction at the High School complex is almost complete; the goal having it
complete by start of school. The first phase is the parking lot, underground stormwater system, and
building expansions along the front façade.
Staff has received a building permit for additional renovation work at DCTC.

The City of Rosemount is excited to present a redevelopment opportunity in our historic
Downtown. The City is partnering with the property owner to advertise this opportunity that could
include enough land for a mixed use project. Information regarding the site, and community, is
attached to this email.
BACKGROUND
Revitalization of Rosemount’s historic Downtown has been identified as a high priority for the City.
The City Council and City’s Port Authority are willing to provide financial incentives, generated by a
new TIF district, for a successful qualifying project. It is anticipated that the site would
accommodate a high density housing project; some commercial development is also desired but not
required. A TIF analysis conducted in December 2018 found that the site meets the criteria for
creation of a redevelopment TIF district. In addition to the Rosemount Plaza parcels, two parcels
immediately to the south may also be included in the redevelopment district if additional land is
needed to facilitate a preferred project.
Permitted uses in Downtown Rosemount include:
• Apartments, Condominiums, and Multi-family housing
• Eating and drinking establishments
• Microbreweries and micro-distilleries, with or without associated taprooms and cocktail
rooms
• Retail sales and professional services
The City is providing the Realtor information as part of our partnership to facilitate

DEVELOPMENT CONCEPT
The plan for the Core Block West area focuses on the
redevelopment of the Rosemount Shopping center,Medi-car
and Shenanigan's.The preferred concept replaces these
buildings with a mix of commercial structures.The Plan
allows for redevelopment to higher density residential
development,framing the block,which would anticipate
residential uses having more than one story in height.This
includes creating a commercial environment that is different
from the suburban strip mall design already available at other
locations in the city.

Why Rosemount?
Population increased by half, 2000-2010.
Households were estimated at 8,493 for 2018. Rosemount is also home to more than 300 businesses.
Of 36 square miles in City borders, about two-thirds is undeveloped.
University of Minnesota is designing UMore Park in Rosemount and the neighboring township that will bring
20,000 - 30,000 additional residents in the next 25 - 30 years.
City established fiber in Rosemount Business Park.

Demographics of the Market
BUSINESS ENVIRONMENT
Why Rosemount?
Opus Development is marketing 160 acres in the northeast portion of UMore Park
for a light industrial or business park user. The site is situated less than half a mile
west of Highway 52. The City of Rosemount has planned services to the site that will
be installed upon site development.
Business park land is located just 20 minutes away from Minneapolis / St. Paul
(MSP) International Airport. Business sites have direct access to St. Paul in the north
and Rochester in the south from State Highway 52, and to Minneapolis from I-35.
The Rosemount Business Park is designated a "Shovel-Ready Site” by
the State of Minnesota, one of only 33 in the state.
Education attainment levels in Rosemount are high with 56% of
adults having college degrees and 96% having high school diplomas.
Businesses can obtain a customized training program and an ample supply
of trained workers through Dakota County Technical College, part
of Minnesota’s state college system.
Rosemount and the Twin Cities Metro have low utility rates compared with
other metropolitan areas, and Rosemount's increase in property tax levy was
among the lowest throughout 11 cities in Dakota County.
The City Council is committed to redevelopment of the historic Downtown. In the six-block Downtown,
located on Hwy 3 (14,300 ADT), there are redevelopment sites and space for lease.
Public transportation is provided by Minnesota Valley Transit Authority. A park & ride in the downtown
area provides service to downtown Minneapolis, St. Paul and the Apple Valley Transit Center. New routes have
been added to access Dakota County Technical College.

that currently is used for agricultural research but is scheduled to
become a new development with up to 30,000 new residents and
over 500 acres of business and commercial ventures. Residential
construction is projected to start in 2020.
The City has an economic development partnership with the University of Minnesota, highlighting the UMore
property and its future Business Park. UMore Park is a 5,000 acres landholding of the University of Minnesota

RETAIL RECRUITMENT UPDATES
•Vacant Applebee’s –We’ve been speaking with Mid-America and they let us know they are
under contract with a backfill restaurant user. They wouldn’t disclose the restaurant,
however we will stay in touch to see if this deal happens. If not we will continue looking for
restaurants to backfill.
•Pad site between McDonald’s and Chipotle –In our initial conversations with Mid-America
they mentioned that they were close to a deal for a two tenant building on this pad.
However in July the listing was moved from Mid-America to Colliers. We are now working
with them to help find the right retailer(s) for the site.
•Celtic Crossing –We spoke with Diehl and Partners, LLC who handles the leasing for Celtic
Crossing. She said backfilling MGM Wine and Spirits has been a challenge but she
welcomes our help in finding the right user.
•National Discount Store –We discussed the possibility of a National Discount Store going
into the old MGM space as the size is in line with what they needed. The tenant rep broker
has been contacted with the information and is reviewing the space and the market. The
closest location at this time is in Eagan.
•National Sandwich Shop –In our follow up with this fast casual restaurant from RECon
they have submitted an LOI to Colliers for a multi tenant building between McDonald’s and
Chipotle. They are in active negotiations with Colliers and we are helping where we can.
•National Coffee User –We have reached out to this Coffee User and are awaiting feedback
as we know they have taken a look at the market in the past. We have offered our
assistance to help them get past any hurdles they may have found.

RETAIL RECRUITMENT UPDATES
•National Fast Casual Hamburger Restaurant –We have reached out to this restaurant to
gauge their interest in Rosemount. Normally the Apple Valley store would exclude
Rosemount from being an option however our contacted stated that the Apple Valley store
does very well and they might actually consider another location. They are reviewing and
we will continue to follow up.
•Regional Sandwich Shop –We have reached out to them to see if they have any interest in
doing another location in the region. The Director of Real Estate stated that they will
review the market and put it in front of their franchisee.
