RECOMMENDED ACTION: Motion to Approve the On-Sale Liquor License Class B and
Sunday Liquor License for Northern Tap House for the premise located at 15015 Cimarron

BACKGROUND
Meadowlawn Restaurants have submitted an application for an On-Sale Liquor License Class B and
Sunday Liquor License for Northern Tap House located at 15015 Cimarron Ave. Northern Tap House
will be located in the former Applebee’s building.
Northern Tap House is an American Kitchen & Bar serving brick oven pizza, burgers, wings and will
provide a selection of craft beers with an emphasis on rotating local taps.
The Police Department has conducted the appropriate background check on the corporation and the
liquor managers, Mr. Kent Letnes, Mr. Kevin Letnes & Mr. Matthew Letnes, and determined that there are
no issues that would disqualify the applicants from obtaining a liquor license.
The applicant will be subject to all regulations set forth in the City Code under Title 3, Chapter 1, and
Minnesota Statute 340A. The applicant has paid the investigation fees and will submit a Certificate of
Liability insurance including minimum coverage set by state statute. The fee for the liquor licenses will be
pro-rated and determined upon issuance.
Per City Code, Class B liquor licenses may only be issued to hotel and restaurants where fifty-one percent
(51%) or more of total revenues are derived from the sale of food and nonalcoholic beverages for
consumption on the premises during hours when the sale of alcoholic beverages is allowed.
RECOMMENDATION
Upon holding the public hearing, Staff recommends approval of the On-Sale Liquor License Class B and
Sunday Liquor License for Northern Tap House for the premise located at 15015 Cimarron Ave.

RESOLUTION NO. 2018 - ____
A RESOLUTION APPROVING LIQUOR LICENSE FOR
NORTHERN TAP HOUSE
WHEREAS, the City Council, pursuant to City Code Section 3-1-6 (B) held a public
hearing on August 21, 2018, with respect to issuance of a liquor license for Northern Tap
House, in connection with a restaurant located at 15015 Cimarron Ave, Rosemount, MN; and
WHEREAS, the City Council has reviewed the application as it is on file with the City
Clerk; and
WHEREAS, the Chief of Police has reviewed the application as it is on file with the City
Clerk; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount as
follows:
1. To grant and approve a license for "Class B On-Sale Intoxicating Liquor License" to
Northern Tap House, on premises located at 15015 Cimarron Ave, Rosemount, MN, in
accordance with plans on file with the City, subject to:
A. All terms and conditions of City Code Title 3, Chapter 1 as amended, and
Minnesota Statute 340A.
B. Liquor sales and consumption shall take place only inside the premises.
2. The Mayor and City Clerk are hereby authorized to execute said license.
3. This license shall expire at 11:59 o'clock p.m., December 31, 2018. A renewal
application must be received on or before November 1, 2018, pursuant to City Code Section
3-1-4-3.
