WORK SESSION PROCEEDINGS
August 6, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held
on Monday, August 6, 2018, at 5:00 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:00 p.m. with Councilmembers Freske, Nelson,
DeBettignies and Weisensel attending. Staff present included the following:

• Parks & Recreation Director Schultz
• Community Development Director Lindquist
• Finance Director May
• Chief of Police Scott
• Chief of Fire Schroeder
• Recording Secretary Barikmo
DISCUSSION
2.a. Park Dedication Fee – SKB Environmental Metals Recycling Facility
Director Schultz and Ryan O’Gara of SKB explained the park dedication fee and expressed
the commitment to paying fees and creating green space. Director Schultz recommends that
the Council agree to a deferred payment agreement.
Mr. O’Gara stated that any sand that is taken out of the property results in an aggregate fee
to the County. The total time it will take to excavate the site is roughly 2 years.
Green spaces and trail areas on the site add up to about 17 acres. Park Dedication Fees will
be used to fund park developments throughout the City. The Council indicated a
willingness to defer payment of the required Park Dedication Fee of $260,000 until July 1,
2020.
2.b. Preliminary 2019 Budget
Administrator Martin walked through the highlights of the draft budget by each department and
explained reasons for an increase, decrease or no change in the budget amount per department. The
drafted 2019 budget shows 5.4% increase to operating budget.
Police Chief Scott discussed the need to hire additional officers causing an increase in the budget of
$320,800. In 2017, police paid out over $160,000 in overtime pay.
Fire Chief Schroeder discussed that there are currently 44 fire employees. Chief Schroeder requested
an additional $10,000 for salary increases to encourage current staff to stay employed with the city.
The City Council discussed interest in keeping the levy increase as low as possible, and
confirmed that the levy can be reduced after preliminary certification in September.
UPDATES
3.a. Update
Director Lindquist updated the Council that Bruce Minea is trying to close on the property with
the school district. Minea will need to designate a sanitary sewer area. The school will pay for the
area charges when the permit is pulled.

Director Lindquist updated the Council that CA Gear will enroll in the Brownfield Program,
although, the sale will not happen for a while and will be extending his lease. CA Gear is proposing
to be on the August 21, 2018 council agenda.
3.b. Additional Updates
City staff attending Night to Unite are requested to arrive at 5:45 p.m. for directions and pictures.
ADJOURNMENT
There being no further business to come before the City Council, with a motion from Droste, second
by Nelson. The meeting was adjourned at 6:49 p.m.
