SPECIAL WORK SESSION PROCEEDINGS
JULY 19th, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council was
held on Thursday, July 19, at 5:00 pm in the Conference Room at City Hall, 2875 145th Street West,
Rosemount.
Vice Mayor Freske called the meeting to order with Councilmember Nelson, Weisensel,
DeBettignies present. Mayor Droste arrived at 5:32pm. Staff present included the following; City
Administrator Martin and Parks and Recreation Director Schultz.
2.a. Hope Fieldhouse Formal Request
Parks and Recreation Director Schultz discussed Hope Fieldhouse’s formal request to have the City
partner financially toward the completion of the recreation project. Representatives from the project
were present at the meeting to discuss the proposal.
Council asked the development team to further discuss the project and its current funding status.
The Council discussed the public policy implications of this decision, including providing direct
taxpayer funding to a newly created non-profit rather than a governmental agency, as it did in the
recent partnership with Inver Grove Heights.
The development team from Hope Fieldhouse discussed the need for additional recreational
facilities within the City, which the Council acknowledged. A number of different strategies were
discussed to provide support for the project, including tax abatement, purchasing of equipment,
waiving utility connection fees, etc.
The project will be going out for bid in the near future, at which point the development team
indicated they would request a final decision from the City. At that point, any remaining financial
gap in the project would be more clearly understood.
The Council also discussed the long term Parks CIP and the plans for the forthcoming feasibility
report for recreational amenities.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste and
second by DeBettignies the meeting was unanimously adjourned at 8:04 p.m.
