Minutes of the September 4 2018 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 4, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, September 4, 2018, at 5:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 p.m. with Councilmembers Freske, Nelson, DeBettignies and Weisensel attending. Staff present included the following: • City Administrator Martin • Parks & Recreation Director Schultz • Public Works Director Erickson • Finance Director May • Chief of Police Scott • Chief of Fire Schroeder • City Clerk Fasbender DISCUSSION 2.a. Use of Snowmobiles and Recreational Vehicles on Public and Private Property Chief of Police Scott discussed staff’s conversations with Attorney Mary Tietjen and City Attorney Dan Fluegel regarding writing a new city ordinance concerning the use of snowmobiles and recreational vehicles on public and private property in Rosemount. The reasoning for this update is due to the numerous complaints the city receives in regards to snowmobiles, ATVs, and UTVs in residential areas. Also as Rosemount continues to grow, staff sees the need for an update in our current ordinance. Staff has reviewed the current ordinance as well as several other municipalities’ ordinances governing snowmobiles and recreational vehicles on public and private property. The proposed ordinance Chief Scott presented would catch us up to other municipalities who have already addressed these types of complaints Rosemount has been receiving as well as prepare us for future potential issues. Councilmembers discussed the proposed ordinance and provided feedback. A few items to note; no person under 18 years of age shall operate a vehicle in violation of M.S. Chapter 84 (which addresses state licensing laws), and the maps restricted areas still allows for some access within the city. Councilmembers would like language regarding snowmobiles being able to operate on public thoroughfare in an emergency situation added to the ordinance. Chief Scott will make updates to the proposed ordinance and will have the updated ordinance on the agenda as a public hearing for an upcoming council regular meeting. 2.b. Discuss 2019 – 2028 Capital Improvement Program Administrator Martin discussed the annual budget and highlighted projects from the three major CIP funds; Streets, Equipment, and Buildings/Facilities. Martin spoke on a few projects from parks & recreation, major road, and public works & utility. Parks & Recreation Director Schultz elaborated more about the plans for the expansion of the Family Resource Center, i.e. reasoning for high construction costs, state funds to be matched. Councilmembers suggested educating the public on this expansion and what the center will provide as it will not just be a food shelf service. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 4, 2018 Schultz touch based on the Community Center/Armory remodel and stated that once staff knows what the Armory’s plan is going forward, staff can determine a plan and schedule for the Community Center updates. Schultz also made note that a canopy on the south end is not part of the number currently, but the canopy is still part of the overall plan. UMore Field Improvement Phase 2 consists of mirroring the two fields that are already there. Phase 3 of the update would include the building, water and sewer, and lights. Councilmember Nelson suggested Schultz to look into the overall field lighting and whether or not it would be beneficial and cost saving to have the proposed LED lighting. Councilmembers also had questions regarding the Flint Hills Building (concessions, restrooms, etc.) at Flint Hills Recreation Complex. Schultz confirmed staff is working on getting that into the CIP. Councilmembers had questions regarding Central Park updates, splash pad expansion and reuse of the water at the splash pad. Council stated they would like to make Central Park better in order to have events and make it a great place for families to hang out. Council also discussed the current state of Erickson Pond and whether the appearance of the pond and surrounding area could be cleaned up to make the area more appealing. At this point, the Council believes it is most economically feasible to consider splash pad water reuse when a future project were completed there, rather than adding it in the near term on the preexisting portion. Public Works Director Erickson provided an update regarding a few of the major road projects that are to take place starting in 2019 until 2022. Erickson mentioned there will not be a local street improvement project in 2020 in order to make the budget work for other street improvement projects. Mayor Droste had concerns regarding Connemara Trail and 145th Street and the status of when these two streets would be re-done. Erickson plans to re-evaluate the timing of these projects to see if staff can arrange them to be completed sooner. Councilmembers also discussed the process of rating roads and how the amount of daily traffic should be taken into consideration when rating roads, the plan for our rural roads and our equipment for those roads, the status of getting a stop light at the intersection of Bonaire Path and Highway 3 considering this roadway is handled by MnDOT. Other items Martin provided an update on included; Wold Architects will be present at the October work session and will provide an update on the Public Works and Police Department needs assessment, and Well #17 is on schedule for 2022, but the planning and designing should start sooner as it takes several years to get a well. Staff will continue to review these projects and others on the CIP and modify as needed over the next few months. The final council action on the 10-year CIP will take place at the December meeting. UPDATES 3.a. Update Martin stated there is a joint Planning Commission and Council meeting set for October 9th at 6:00 p.m. to meet with Newland.
