REGULAR MEETING PROCEEDINGS
SEPTEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, September 4, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order with Councilmembers Freske, Nelson, DeBettignies and
Weisensel attending.
Staff present included the following;
- City Administrator Martin - City Clerk Fasbender
- Parks and Recreation Director Schultz - Public Works Director Erickson
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
City Administrator Martin indicated there were no changes to the Consent Agenda.
Motion by DeBettignies Second by Weisensel
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

Councilmember Freske pulled item 6.h., Live Barn Agreement – Rosemount Arena, and requested
Parks and Recreation Director Schultz elaborate further on what the agreement entails.
Schultz stated the agreement is a service for Rosemount where people can remotely watch what is
happening on the ice at the Rosemount Community Center by becoming a member of Live Barn.
There is no fee to the City for this partnership. Schultz elaborated that this service is a good
opportunity for those who want to watch games, but are unable to make it to the arena.
Motion by Freske Second by DeBettignies
Motion to approve the attached agreement between the City of Rosemount and Live Barn.

9.a. Needs Assessment and Feasibility Study For Indoor Recreation Facilities - Hiring of
Consultant
Parks and Recreation Director Schultz recapped the request for proposals that were sent out to
twelve firms in July 2018 – both local and out of state, to conduct a Needs Assessment and
Feasibility Study for Indoor Recreation Facilities. A total of 6 proposals were received.
After review of proposals and interviewing the firms, staff is recommending that the City contract
with 292 Design Group out of Minneapolis to conduct the Needs Assessment and Feasibility Study
for Indoor Recreation Facilities. One major component that stood out to staff was 292’s ability to
involve the community while yet meeting the city’s needs. Staff is pleased to have the flexibility with
having them local and knowing 292 Design Group has worked with surrounding cities regarding
similar projects.
Councilmember Weisensel appreciated staff moving forward with proposals and getting to this
point. Councilmember Weisensel stated one major component of this process is public engagement
and if residents want to participate, staff needs to ensure the word gets out; dedicated social media
pages, local newspapers, reader boards, etc. Now is the time to start building up this excitement and
keep it moving forward.
Schultz discussed the two phases of the project; Phase 1: Demographic and Market Analysis and
Phase 2: Operational Analysis. Phase 1 will consist of reviewing our current facilities and review of
what the city feels is relevant for the study, public engagement, and partnership development. Phase
2 will consist of compiling all of Phase 1’s information and preparation of a written facility program
based on this information which will include budget, staffing, site options, etc.

Schultz reiterated that this project is starting at the baseline and building from there. 292 Design
Group has indicated that they could begin this work shortly, with a final report completed in the
next 6 months.

Motion to approve contracting with 292 Design Group to perform a Needs Assessment and
Feasibility Study for Indoor Recreation Facilities for the City of Rosemount.

NEW BUSINESS
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events and upcoming meetings for September and October.
The next City Council meeting will be held on Tuesday, September 18th, 2018 at 7:00 p.m. Schultz
provided an update on the Food Truck Festival which will take place on September 22nd, 2018
starting at 5:00 p.m. in Central Park and announced that Critical Mass and Brat Pack Radio are the
bands that will be playing.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste and
second by DeBettignies the meeting was adjourned at 7:33 p.m.
