ATTACHMENTS: Resolution; Map APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of a Feasibility Report for the Biscayne Avenue (Boulder Trail to CSAH 46) Improvement Project, City Project No. 2020-01 BACKGROUND The approval of the attached resolution is the initial step in moving the Biscayne Avenue (Boulder Trail to CSAH 46) Improvement Project, City Project No. 2020-01 forward. This resolution orders the preparation of a feasibility report which is a necessary step under the Minnesota Statutes Chapter 429. This chapter specifies the actions that must be taken in order to assess property owners for all or a portion of the cost of local improvements. The attached map shows the segment of Biscayne Avenue proposed to be evaluated for improvement. The feasibility report will provide information regarding whether the proposed improvements are necessary, cost-effective and feasible. The following information will be included in the report: • Existing conditions with detailed information on the existing materials • Proposed improvements • Detailed cost estimates and proposed funding sources • Estimated assessments COSTS & FUNDING At their September 4, 2018 meeting, the City Council awarded Bolton & Menk, Inc (BMI) the design contract for Biscayne Avenue (Boulder Trail to CSAH 46), City Project 2020-01 in the amount of $99,553.00. Currently there is $150,000 budgeted in the Street CIP (203-49003-01-534.00) for this work. This work is to be funded by Minnesota State Aid (MSA) funding as detailed in the 2018 – 2027 Capital Improvement Plan. The construction costs are programmed for 2020 and are currently estimated at $2,000,000 which will be funded by a combination of assessments and MSA. A detailed estimate will be prepared as part of the design. 2 SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward with the project. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 - A RESOLUTION AUTHORIZING THE PREPARATION OF A FEASIBILITY REPORT FOR BISCAYNE AVENUE (BOULDER TRAIL TO CSAH 46), IMPROVEMENT PROJECT CITY PROJECT 2020-01 WHEREAS, is it proposed to improve Biscayne Avenue between Boulder Trail and CSAH 46 with a paved surface, utility extensions/repairs and curb and gutter as appropriate; and, WHEREAS, the Biscayne Avenue Improvement Project, City Project 2020-01, is included in the 2018-2027 Capital Improvement Program; and WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429; and WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility of the Biscayne Avenue Improvement Project (City Project 2020-01); and, WHEREAS, a feasibility report is required as part of Minnesota Statute Chapter 429 for assessment of properties. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, that the proposed improvement be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is necessary, cost effective and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for the affected parcels.
