ATTACHMENTS: Petition APPROVED BY: dis RECOMMENDED ACTION: to be discussed at the meeting ISSUE Staff recently received a petition signed by several residents living in the Greystone neighborhood requesting that a hockey rink be added to Greystone Park. Staff is not opposed to trying to help meet the recreational needs in the Greystone neighborhood but the park was not designed to include an area for a hockey rink. To have a skating rink in the park, we will need a spot that will very flat with little or no slopes. Greystone Park currently does not have a spot that would work for a rink. Staff plans to recommend that an outdoor hockey rink with lights be add to the future neighborhood park that will be added to the development just west of Akron Avenue and north of Bonaire Path which will be close to the Greystone development. Staff is requesting the Commission discuss this request. From: Residents of Greystone Community To: Rosemount Parks & Recreation Commission 13885 South Robert Trail Rosemount, MN 55068 Ref. Skating Rink at Greystone Community Park Rosemount Parks & Rec., The residents of Greystone would like your consideration and support with adding a skating rink to our community park. We are seeking the initial preparation of the rink which includes snow removal and application of water. We are requesting a rink to be within the same size of similar rinks found throughout the city. Unfortunately, the closest rink to us, are the Bloomfield facilities, which is often consumed by near by residents or youth hockey teams. We are only asking for the above-mentioned and Initial support with those residents who have signed this petition agreeing to the following (signatures provided — App. A); • On-going maintenance of the rink following snow falls by any resident who uses the skating rink. This would be completed with the use of shovels and/or snow blowers. ■ Providing our own seating. No warming shack. Wood bench(s) may stay at the rink If a home owner provides one with any portable seating being removed immediately. • Suspending skating at dusk with no lights used in order to respect home owners directly adjacent to the park (unless approval is given by home owners and for a pre -determined period of time). • No hockey nets, instead, the use of "box nets" which are commonly found at outdoor pond hockey tournaments held throughout the Twin Cities (example provided — App, 8). ■ Removing any trash immediately and discarded in their home trash bins. ■ Follow any additional safety rules and policies set forth by Rosemount Parks & Rec. By assuming these responsibilities as a community, it helps In relieving any possible additional stress on city staff which can often times be the case when seeking to acid additional facilities to a community. Let the residents of Greystone take on these responsibilities and approve our request.
