BACKGROUND
The City completes a scientifically-significant survey of residents every two years in order to assess the
opinions of residents on a number of important topics. For the 2018 survey, the City engaged the
National Research Center to execute the survey. NRC is a preferred partner of the International City
Management Association and the National League of Cities, and they have been utilizing a standardized,
directly mailed survey throughout the country, called the National Citizen Survey, for a number of years.
By utilizing the National Citizen Survey, the results generated from Rosemount residents can be
benchmarked against hundreds of cities across the Country. We were also able to ask customized
questions that directly pertain to our community, which was an added benefit. A total of 537 responses
were received across four equal areas of the community, which is a higher than average response rate. Staff
has had an opportunity to see a preliminary draft report of the results, and we are pleased with the
responses received.
Staff from NRC will be on hand at the work session to discuss the results of the survey and to provide
context. They will also be present at the regular meeting to share the results with the broader viewing
public.
