Minutes of the October 2, 2018 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 2, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, October 2, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Councilmembers Freske, DeBettignies, Nelson and Weisensel attending. Staff present included the following; - City Administrator Martin - City Clerk Fasbender - Public Works Director Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Administrator Martin indicated there were no changes to the Consent Agenda. Motion by DeBettignies Second by Weisensel Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS CONSENT AGENDA Motion by Nelson Second by Freske Motion to Approve the Consent Agenda with removal of item 6.g. Payment 4 & Final – City Hall & Connemara Parking Lot Improvements, City Project ENG 0188 a. Minutes of the September 18, 2018 Regular Meeting Proceedings b. Bills Listing c. Halloween Event – Service Agreement d. Appointment of Additional Election Judges for 2018 Elections e. Budget Amendments f. UMore Ballfield Dugout Project - Change Order #1 g. Payment 4 & Final – City Hall & Connemara Parking Lot Improvements, City Project ENG 0188 Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. 6.b. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 2, 2018 Councilmember Nelson pulled item 6. g. - Payment 4 & Final – City Hall & Connemara Parking Lot Improvements, City Project ENG 0188 for further discussion on the final construction cost. Public Works Director Erickson confirmed the final construction amount is 9.6% greater than the original contract amount. Erickson summarized the increase in the contract amount is due to increased concrete sidewalk and curb work and additional excavation that needed to be completed in order to finalize the project. Motion by Nelson Second by DeBettignies Motion to Approve Payment 4 and Final to Valley Paving, Inc. for the City Hall and Connemara Parking Lot Improvements, City Project ENG 0188 and Accepting it for Perpetual Maintenance Ayes: Nelson, Droste, Weisensel, Freske, DeBettignies Nays: None. Motion carried. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS 9.a. Presentation of Results of Annual Survey The City completes a scientifically-significant survey of residents every two years in order to assess the opinions of residents on a number of important topics. The City engaged with the Nation Research Center (NRC) based out of Colorado to execute the survey. NRC presented the results to council and discussed the responses received. NRC summarized that Rosemount residents generally feel satisfied about living in Rosemount based on the survey results. The benchmark comparisons help give a staff and council a sense of where Rosemount falls within other communities. Final reports should be available on the city website in the next few weeks where citizens can analyze these results further. Motion by Weisensel Second by DeBettignies Motion to Accept results as presented for the annual survey from NRC Ayes: 5. Nays: None. Motion carried. NEW BUSINESS None. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 2, 2018 ANNOUNCEMENTS Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of October and November. The next City Council meeting will be held on Tuesday, October 16th, 2018 at 7:00 p.m. In addition, Mayor Droste expressed gratitude to the Yellow Ribbon Committee for their efforts with helping deploy the troops to Kuwait. Councilmember Nelson thanked staff for their efforts towards a successful Food Truck Festival and also thanked all those who attended. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Debettignies the meeting was adjourned at 7:35 p.m. Councilmembers then proceeded to reconvene the work session.
