ATTACHMENTS: Resolution APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving the Feasibility Report, Calling for the Improvement Public Hearing for Bonaire Path East, City Project 2018-03. BACKGROUND With the current ongoing development in the Greystone Additions along with continued improvements to the Flint Hills Soccer Complex, City Project 2018-03 is proposed to convert Bonaire Path East from the existing rural gravel section to a paved section. The project would also include improvements at the existing at-grade railroad crossing on Bonaire Path E to extend the quiet zone. On February 20, 2018 the Council approved a contract for engineering services with Bolton & Menk for Bonaire Path East, City Project 2018-03. Bolton & Menk authored a report on the feasibility of this project. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. The resolution calls the Public Improvement Hearing on November 5, 2018, which is a necessary step under the Minnesota Statutes Chapter 429. A full presentation of the proposed improvements will be made at the Hearing. Project Location Map 2 COSTS & FUNDING The Feasibility Report estimated the project cost at $3,833,000 as tabulated below: This project is scheduled in the 2018-2027 CIP. It is proposed to be funded by a combination of MN State Bonding funds, MN State-Aid funds, utility core funds, and special assessments of benefitting properties. A preliminary assessment roll is included in the Feasibility Report. SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward with the project. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 - 89 A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING A PUBLIC HEARING FOR IMPROVEMENT FOR THE BONAIRE PATH EAST PROJECT, CITY PROJECT 2018-03 WHEREAS, a report has been prepared by Bolton & Menk with reference to proposed Improvement No. 2018-03 for the improvement of Bonaire Path East from Akron Avenue to approximately 3,000 feet east and; WHEREAS, this report was received by the council on October 16, 2018, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $3,833,000. 2. A public hearing shall be held on such proposed improvement on the 5th day of November, 2018, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law.
