RECOMMENDED ACTION: Motion to Submit 2040 Comprehensive Plan Update to All
Adjacent and Affected Jurisdictions as Required by State Statute
ISSUE
As the Planning Commission is aware the City has been working on the 2040 Comprehensive Plan update
for the past two years. The Plan also includes sections from the Parks and Recreation Commission and the
Port Authority. The draft is close to final form and therefore is ready to be sent to the adjacent
jurisdictions for the 6-month review process. During that time, minor modifications such as formatting
and editing will be done by staff. Staff will also be further reviewing the work performed by the City’s
consultants on the Water Supply, Wastewater, and Transportation sections to verify consistency
throughout the entire document. The City Council took action on October 16, 2018, but given the amount
of work done on the Plan by the Commission, staff also wanted to have the Commission take formal
action to initiate the review.
After the 6-month review period is completed, staff will assemble all comments, make any necessary
modifications and schedule the formal public hearing for final adoption of the Plan. Similar to other
planning applications, the Planning Commission will hold the public hearing with the final approval at the
City Council meeting. After local approval, the Plan will be forwarded to the Metropolitan Council for
final adoption.
RECOMMENDATION
Staff recommends the Planning Commission move to submit the 2040 Comprehensive Plan update to all
adjacent and affected jurisdictions as required by state statute.
