We are pleased to be part of the Southern Metro and we will endeavor to do what is best for our community. The company has a history that is rich in diversity and we are proud of the progress we have made from humble beginnings. We have made significant strides in the improvement of the plant and we are very excited about our vision for the future. This document is a follow -up to the PROJECT UPDATE report submitted to the city offices on February 21, 1997. The information contained herein is specific to the projects outlined in the aforementioned report. We feel that it is imperative that the City of Rosemount and Spectro Alloys have a sound working relationship-and it is imperative that we look out for each other's best interest. Operating a small company in a very dynamic economic environment is very challenging and does not often afford the luxury of site beautification. We have long wanted to create a more pleasing . environment for our employees but resources were not available or were not practical to redirect from process improvement.. The company has taken great pains to ensure that we are one of the top performers in a highly competitive market often at the expense of aesthetics. Now we find that to maintain our competitive edge we must modernize some of our equipment and processes. 1 We are very pleased with the direction current discussions have taken with the City of Rosemount 1 concerning our plans for site modernization. The staff has been most gracious and accommodating. •! We will provide a landscape design and complete the plantings in the first available planting season following plan approval. The highway landscaping will be designed to provide a future screen along highway 55. ❑ Spectro Alloys Corp. will complete the steel and concrete Dock #1 enclosure. Dock #1 is located at the southeast corner of our plant. ❑ Spectro Alloys Corp. will remove our non - conforming penthouse located above our secondary shredder as soon as successful start-up of our new material process system has taken place. ❑ Spectro Alloys Corp. will remove our non- conforming penthouse located on the roof of our Building #3 as soon as successful start-up of our new material processing system has taken place. ❑ Spectro Alloys Corp. will complete the registration of our new plat by June of 1997. ❑ Spectro Alloys Corp. will paint the south elevation of Building #1 and Building #3 and will pressure wash the walls of our baghouse enclosure. ❑ Spectro Alloys Corp. will develop a plan to minimize the impact of packaging our cardboard and wood pallets on the north yard area. The new proposal makes better use of the existing property and adds landscaping to enhance the plant aesthetic appeal. PURPOSE The purpose of this report is to describe the existing plant utilization and to explain the proposed changes to the utilization plan, The proposed changes are divided into three distinct categories: beautification, process flow enhancement and improved waste management. EXISTING UTILIZATION The south property line, which lies along the north bank of Hwy. 55, has berms that were constructed to provide- a bluff of sorts. The south side ofthe plant is set back from the roadway approximately 100 feet This area is used for trailer parking and for the employee parking. lot. The west edge of the property is divided by the Doyle Path Cul -de -sac. The south half is basically undeveloped but the area is presently used as a storage site for class 3 aggregate (grounds and outfall maintenance). An outfall and filter system is located on the southeast portion of the Cul-de -sac. The north half is used for the drainfield, trailer parking and haul box staging. Trailers are parked just north of the Cul -de -sac area while awaiting loading and they are oriented east -west for better use of space and for ease of hook -up. Haul boxes are staged along the outer perimeter to the north of the trailer parking_ Spectre/ Alloys uses haul boxes for general rubbish, cardboard scrap, wood scrap, iron scrap and baghouse dirt. An engineered berm runs along the length of the west property from the CuI de -sac north, with a dammed outfall near the center of northwestern section. The descending side of the bean leads down a steep bank to a heavily wooded depression. This depression acts as a drainage basin in conjunction with an installed outfall and filter (refer to the Stortn Water Plan in section 6). The ascending side of the depression to the west forms a "bluff' which acts as a natural screen. The north property line has an engineered berm along its entire length. Tile northwest and northcentral areas are used for waste packing container handling and shipping. In this area and a portion of the west area, wooden pallets and cardboard boxes are separated, stacked and banded for further recycling. Near the central portion of this area is a. set of scrap staging bins. At the far east end ofthe north property line lies a large, double -weir outfall and filter system.' Towards the north end of the property lies budding #4 which is the largest of the two melt centers. Adjoining building #4 at the northeast corner is the chlorine control building which houses the ton cylinders, vaporizing system and piping manifolds for both furnaces. The east edge of the east property line is currently used for staging of raw material awaiting processing_ There is an engineered berm with a steep bank along this line extending south to a point just east of the employee parking lot where the land elevations are roughly equal_ At the northeast edge of this property line is a set of 6 covered, steel - and - concrete storage bins. Just west of this area is the material drying system_ At the center of the east property line lies Dock #5 which is the plant's main receiving dock. The main receiving dock adjoins the east wall of building #1 and budding #2 which houses the smaller melt center. Still integral to the south building complex is building #3 which houses the turnings crushing system, the ingot warehouse and the maintenance shop. BEAUTIFICATION Heavy industrial processing plants generally are not very pleasing to the eye and Spectro Alloys is no exception. Industrial furnaces, dust collectors and shredding systems do not lend themselves readily to artistic design. The new prim will ease the visual burden the plant creates by providing "screening" of an approved nature (refer to the Landscaping Plan in. section 6). The south property line will receive a comprehensive landscaping package which involves planting trees along all of the southern border and extending northeast along the entry for approximately 50 feet. The south elevations of building #1 and building. #3 will be painted a neutral color and the baghouse steel exterior will be pressure washed. The west property line will receive some landscaping on the southern half and the northern half will receive a thorough cleaning of the berm banks and the waste processing areas. There is an option available that would allow planting of a small group of trees just north and west of the entry to the Cul- de-sac to act as a screen from the west. Steel inventory will be revised and organized in this area and the trailer parking area will be reworked (repair of the grounds). The north berm bank will be cleaned of debris and repairs will be made to the bank if needed. Some form of screening will be installed just north of the staging storage bins and possibly duplicated at the northeast corner on the east side of the large outfall. The penthouse enclosure on building #4 will be upgraded and the exterior will be painted either sky blue or light gray. The eastern property line will receive a thorough clean-up of the berm bank and repairs to damaged areas of the berm will be conducted. The visual impact of the new shredding system and the lime storage silo will be reduced by having all structures above the skyline painted either sky blue or light gray. The old shredding system will be abandoned, the old electrical gear removed, the two penthouse enclosures removed and the processing area canopies will be refurbished to meet code requirements. PROCESS FLOW ENHANCEMENT The new shredding system will increase the throughput of the existing system. This allows the operators to process the raw material as it arrives on site. The new conveyor design delivers the shredded material directly to the drying system or to covered storage bins, which means there will be less material on the ground waiting for processing, less material exposed to rain / snow, better inventory control and more open space for ground traffic. The new shredding system will eliminate the existing system and, in the void left by the demo of the old system, a complete set of covered bins will be constructed. These bins will be the staging area for processed scrap to feed furnace #1. This reduces the distance the operator must travel to collect scrap to feed the furnace and reduces the possibility of charging wet scrap to a furnace. A new oxygen and fuel burner system is being researched for the melting furnaces. The advantage to the new oxygen system is that the system is more efficient (less natural gas used) and the equipment is much smaller. The new system would also produce less "dross" or melt oxides which is a waste product of the melt process and the elimination of the Nitrogen as an unused gas decreases the NO emissions. If the system works well for the furnaces, it may well be adapted for use with the drying system. A bulk chlorine system is planned for implementation in 1998_ The new system will eliminate the need for ton cylinders and all the valves involved. The periodicity of changing cylinders (a potentially hazardous task) will 6e reduced substantially and the risk of inadvertent release due to a leaking cylinder valve will be almost eliminated. The new system will incorporate a complete scrubber system with safety shutdowns in the unlikely event of a release. The new concrete and steel storage bin systems will provide a new flexibility to our material management. The new 6 -bin system will be used as the main storage site for shredded but not dried scrap. The drying system feed conveyor network will allow operators to feed directly from the 6 -bin storage units. A proposed 5 -bin storage unit is planned for the south wall of building #4. This storage unit will be capable of receiving loads from 40' dump trailers under a covered roof. This greatly increases the efficiency of the off - loading and inventory management of scrap and it greatly reduces the risk ofgrounds contamination from oily scrap. The storage area opened up by the removal of the old shredding system will allow furnace operators at furnace #1 to charge scrap from covered, segregated bins. The storage area of furnace ready scrap will be tripled with this modification and the risk of charging wet scrap will be virtually eliminated. WASTE MANAGEMENT IMPROVEMENT The new shredding system will undoubtedly produce more shipping container waste,. however,. the increased capacity means that containers can be processed as soon as they arrive. The bulk of our containers are either wood (pallets) or cardboard (gaylord boxes). Agreements recently made with a wood waste processing plant in the vicinity means that a good majority ofthe pallet -type waste can be disposed of in a very timely manner. A recent development with our waste disposal service company has produced a new plan for the recycling of wood waste that would augment the wood shipped to the processing plant near -by. It is estimated that the waste can be reduced by 70% by using both methods. A capital project is in the works for a waste shredding and loading system that would be slated for completion late in 1998 or early 1999 that would further reduce the space consumed by packing waste (refer to the Waste Management Plan in section 6). The cardboard boxes are presently inspected for re -use, separated, stacked and banded for resale. The boxes that are not worthy of re -use are deposited into cardboard only haul boxes and are shipped to our waste disposal service company. The new shredding system will prevent these boxes from sitting for long periods of time on the damp ground and would free them for disposition as soon as they arrive. The result wilt be that there are fewer cardboard boxes on site at any given time and the boxes will more readily lend themselves for re -use. Our current steel and iron inventory will receive an inventory management plan that calls for all the inventory to be on racks (off the ground) or in storage traders. This will free further trailer parking along the west end of the property which will be needed with the increase in production. The inventory management plan will also allow the maintenance department to eliminate items which are of questionable value and reclaim the scrap value for the material. CONCLUSION Although the current plant layout is compact and fairly effective, it has much room for improvement. The beautification project will make a dramatic difference in the visual impact that the plant has on the surrounding area and we hope that the project will reflect well on the City of Rosemount. The major improvements, however, will be made in the waste management and the process (material) flow through the plant. SPECTRO ALLOYS CORP. REQUEST FOR VARIANCE SUMMARY Spectro Alloys is requesting a code variance (50 foot building setbac»to allow emergency vehicles adequate access to the material processing area. PURPOSE The purpose of this report is to explain the existing facility layout, the need for upgrading and the reason for the variance request. BACKGROUND Spectro Alloys is an aluminum scrap recycling facility Located north of Highway 55 and just west of the Chicago and Northwestern railway. The plant was designed to receive the majority of incoming scrap via rad car, so the receiving and processing areas are located adjacent to Dock #5 (rail receiving dock) at the extreme east end of the site (see fig. 1). This design placed the material shredding and material drying systems as close as possible to the receiving area which eliminated the need to transport the received material to the processing area. by vehicles. Conveyors then delivered the shredded and dried material to either ofthe melt centers or to a series of storage bins. The use of conveyors greatly reduced the overhead costs associated with manpower and transportation vehicles and the 1 use of conveyors also provided a greater degree of flexibility than with manual movement. RECENT DEVELOPMENTS The existing dryer system was refurbished and upgraded in the summer of 1996. This work was done to support the increase in melt center production and to repair a dangerously thin dryer drum. However, we have discovered that our present shredding system design (low - speed, high- torque shearing) is incapable of providing the throughput required for our increase. In order to meet the new demands, we must build a new plant ofa different design (high-speed hammermill). The plan for the new plant is to build it just north and east of our existing drying system and just south of the 6 -bin covered storage system (see fig. 2). This configuration would allow a direct feed to the drying system or to the storage system, would allow a set of two non - conforming penthouse enclosures to be eliminated, would provide much greater throughput (less scrap on the grounds awaiting processing), would eliminate an old and inefficient electrical system and would add a new set of covered bins to the receiving area. CODE CONFLICT The plan for the new shredding system creates a conflict with the bui1ding • setback requirements (50 feet minimum). Since the plant was designed to receive raw material via rail car, a practice that is not currently employed but which is being revisited, the east end of the facility is situated very close to the property line. The existing buildings and equipment dictate that the new shredding system also be located within the 50 foot setback to allow the shredding system to interface with the drying system and the storage bins and still allow a pathway for ground traffic. VARIANCE REQUEST The setback variance would apply only to the east property line where the new equipment would be distant from any public roadway or path. The property line is adjacent to the railway only and a variance would play a pivotal role in the success of the railway receiving project. More importantly, the setback variance would ensure that emergency vehicles have an adequate pathway (17 feet wide} to the east processing area. CONCLUSION The existing plant layout dictates the feasibility of proposed projects. With the receiving and processing (scrap drying) areas closest to the east property fine, the most logical site for the new shredding system is to the east as well. All appropriate engineering precautions would be taken to prevent the disturbance of the railroad right -of -way. A landscaping study is being conducted to deal with screening for the new shredding system and environmental consultants and researching all the air quality and pollution prevention issues. Spectro Alloys believes that this project is dependent on the placement of the system. If it must be located elsewhere, the cost effectiveness becomes questionable. We are hopeful that the plan becomes a reality, however, in order to ensure adequate vehicle clearance along the east end of the property and to eliminate the need for ground transport of all raw material to the processing systems, a variance to the building setback code is required.
