RECOMMENDED ACTION: Motion to accept quotes and award contract for Well 1 & 2
Sealing, City Project 2018-04.
BACKGROUND
For the final stage of sealing Wells 1 & 2, quotes were solicited from three licensed well drilling companies
to perform the final sealing operations. To date, Kimmes-Bauer has completed the previous two phases
which included:
• Exposing the well casings and extending them above grade.
• Drilling/cleaning the casing to facilitate an examination by the Minnesota Department of Health
(MDH).
The final phase required for sealing the wells includes grouting the casing as directed by the MDH. Once
completed the casings will be cut below grade and the parking lot will be repaired via separate contractor.
During this process, the property owner has been informed as to the status of work.
The three quotes are as follows:
• E.H. Renner and Sons - $39,569.00
• Kimmes-Bauer - $39,863.00
• Keys Well Drilling - $49,100.00
The engineer’s estimate was $32,795.00. The low quote was $6,774.00 more or approximately 21% above
the estimate. Upon completion of this work, staff and the engineer will be able to request reimbursement
from the MDH for up to 50% (not to exceed $50,000). This project was included in the 2018 Water
Budget in the amount of $150,000, and to date approximately $48,500 has been expended.
RECOMMENDATION
Staff recommends Council accept the low quote from and award the contract to E.H. Renner and Sons.

Quotes were received for the above-referenced project on Tuesday, October 30, 2018. Three quotes
were received. The quotes were checked for mathematical accuracy. Please find enclosed the bid
summary indicating the low bid as submitted by E.H. Renner & Sons, Inc., Elk River, Minnesota in the
amount of $39,569.00. The Engineer’s Estimate was $32,795.00.
We recommend that the City Council consider these bids and award a contract in the amount of
$39,569.00 to E.H. Renner & Sons, Inc. based on the results of the bids received.
