Adopt a Resolution Ordering the Improvement and the Preparation of Plans and Specifications for Bonaire Path East Project, City Project 2018-03. 2. Approve the Agreement for Preliminary Engineering of the Railroad Quiet Zone Improvements with Union Pacific. BACKGROUND City Project 2018-03 is proposed to convert Bonaire Path East from the existing rural gravel section to a paved section. The project would also include watermain extension and improvements at the existing railroad crossing on Bonaire Path E to extend the City’s Quiet Zone. On February 20, 2018 the Council approved a contract with Bolton & Menk for engineering services including the preparation of a Feasibility Report. The report found this project, to be feasible, cost effective, and necessary. On October 16, 2018, the Rosemount City Council received the Feasibility Report and called for the Public Improvement Hearing on November 5, 2018, which is a necessary step under the Minnesota Statutes Chapter 429. On October 30, 2018, City staff hosted a public informational meeting for nearby property owners to address questions and comments regarding the project and proposed assessments. Project Location Map 2 PROPOSED IMPROVEMENTS The existing gravel roadway is proposed to be paved to a three lane typical section with a center turn lane for most of the length, and a concrete median at the rail crossing. A new 8-foot wide asphalt trail is proposed as there is currently no pedestrian facility on this section of Bonaire Path. Two watermain lines are proposed: one with potable water and one with raw water for the future well house planned for this area of Rosemount. An empty casing pipe will be installed to carry future sanitary sewer north-south of Bonaire Path. In order to treat runoff stormwater from the new impervious surface created by the project, two new infiltration basins are proposed along the roadway. The project would also expand the existing infiltration basin at the southeast corner of the Flint Hills Athletic Complex. A concrete median, signals and crossing arms are proposed at the railroad intersection to meet Quiet Zone standards. Once the proposed improvements are completed, the City would apply to expand the Quiet Zone to include this crossing. COSTS & FUNDING The Feasibility Report estimated the project cost at $3,833,000 as tabulated below: This project is scheduled in the 2018-2027 CIP. It is proposed to be funded by a combination of MN State Bonding funds, MN State-Aid funds, utility core funds, and special assessments of benefitting properties. A preliminary assessment roll is included in the Feasibility Report. 3 SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward with the project. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 - 96 A RESOLUTION ORDERING THE IMPROVEMENTS AND PREPARATION OF PLANS FOR BONAIRE PATH EAST PROJECT, CITY PROJECT 2018-03 WHEREAS, a resolution of the city council adopted the 16th day of October, 2018, fixed a date for a council hearing on City Project 2018-03 for the improvement of Bonaire Path East from Akron Avenue to approximately 3,000 feet east and; WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was given, and the hearing was held thereon on the 5th day of November, 2018, at which all persons desiring to be heard were given an opportunity to be heard thereon; NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROSEMOUNT MINNESOTA: 1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 2. Such improvement is hereby ordered as proposed in the council resolution adopted 5th day of November, 2018. 3. Such improvement has no relationship to the comprehensive municipal plan. 4. Bolton and Menk, Inc. is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. 5. The city council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds. ADOPTED this 5th day of November, 2018. William H.
