BACKGROUND The proposed 2019 Budget and levy have been reviewed by the City Council at work sessions in June and August, prior to formal adoption in September. The preliminary levy was established with an increase of 4.51%, which would equate to a $54 increase in City taxes to the median valued home. Final adoption of the 2019 Budget and levy must occur in December, and the Council is currently set to consider adoption of the budget and levy, along with hosting the Truth in Taxation hearing, on December 4th. DISCUSSION Since the establishment of the preliminary levy in September, staff has been working to finalize a few final pending line items affecting the budget. Specifically, final costs for the City’s health & dental insurance premiums have now been confirmed. We are very pleased to report that, working with our brokers, we were able to confirm a 0% increase to our health insurance costs. The preliminary budget showed a 7% increase on these rates as a precaution, so this is a large improvement. We are proposing a switch in our dental provider for next year, which will result in a 0% increase guaranteed for the next two years. As a result of these improvements, staff is proposing to reduce the 2019 levy increase to 3.58%, down from 4.51% in September. This reduced levy amount results in a $42 increase in City taxes on a median valued home, down from a $54 increase in the preliminary levy. Figures from surrounding communities have been submitted to the County, and the City continues to retain its positioning in a number of key comparables in 2019. Below is a list of positive messages from this Budget: • The City’s tax rate will reduce by 4.14% in ’19, making it the 3rd lowest tax rate in the County. (down from 4th lowest last year) • The 3.58% levy increase is the 3rd lowest % increase in the County. • A home valued at $279,300 will pay the 3rd lowest City taxes if it’s located in Rosemount rather than other Dakota County cities. • City taxes paid on a median valued home in 2019 will be $9 less than 2008 ($1,049 vs. $1,058) 2 • The City’s levy from 2008 – 2019 has grown by 8.6%, significantly less than any other city in the County (ranging from 16.45% - 80.35%) • The City’s taxable capacity value is 18.98% higher in 2019 than it was in 2008, the 2nd largest value growth in the County since the recession. Background information on County-wide tax rates and market values is attached. Also attached are the updated budget summary sheets, and please refer to the September Council packet for a full version of the 2019 Budget. Staff will be prepared to discuss the aforementioned data and any other changes requested by the Council during the work session. RECOMMENDATION The City Council should review the preliminary 2019 Budget and levy, and should provide direction to staff on any needed changes prior to the preparation of the final budget and levy for adoption in December.
