Minutes of the October 16, 2018 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 16, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, October 16, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Councilmembers Freske, DeBettignies and Nelson attending. Staff present included the following; - City Administrator Martin - City Clerk Fasbender - Public Works Director Erickson - Senior Planner Kyle Klatt The Pledge of Allegiance was recited. APPROVAL OF AGENDA Administrator Martin made mention that part of the item 3.c. Recognize Fire Explorers will be presented at a later date. Also moved item 3.c. Formal Ceremony New Firefighters Off Probation ahead of item 3.b. Progress Update - Rosemount Environment & Sustainability Taskforce. Motion by Debettignies Second by Freske Motion to Adopt the Agenda as presented with the notes Mr. Martin made in regards to the agenda order. Ayes: 4. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Special Event Update – Halloween Trail Director Schultz introduced the committee chair and co-chair who acknowledge the 2018 Halloween Trail will take place at Central Park on Saturday, October 27th from 6:00 pm – 8:00 pm. The event is free and the committee will be collecting nonperishable foods and are accepting free will donations. The 2018 event is the community’s 36th Annual Halloween Festivity. 3.c. Formal Ceremony New Firefighters Off Probation; Recognize Fire Explorers Chief Schroeder acknowledged four fire fighters that recently came off of probation and were placed on regular status. Mayor Droste formally recognized Firefighters Nate Florine, Dylan McCallum, Mike Schimmel and Kurt Welch. 3.b. Progress Update - Rosemount Environment & Sustainability Taskforce Rebecca Higgins, the chair of the Rosemount Environment and Sustainability Taskforce (ESTF) presented the taskforce’s annual update. Renee Burman will be the chair going forward. Councilmember Freske suggested ESTF partner with Elementary Schools and teach students at a young age the importance of several items highlighted within the presentation. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 16, 2018 Councilmember Nelson made mention of the irrigation controller and how the device has personally worked for him. Staff confirmed the irrigation rebate is still available until the end of 2019 for residents to take advantage of. UMore AUAR Update n. Professional Services Contract for Architect Services – Family Resource Center Expansion Ayes: DeBettignies, Nelson, Droste, Freske Nays: None. Motion carried. 6.f. 2019-2023 Dakota County Capital Improvement Program Councilmember Freske requested an update regarding item 6.f. 2019-2023 Dakota County Capital Improvement Program from Director of Public Works Erickson. Erickson provided an overall update of the county projects and the future projects. Motion by Freske Second by Nelson Motion to Adopt a Resolution Supporting the Dakota County 2019-2023 Transportation Capital Improvement Program and include two additional intersections at CSAH 46 and CSAH 33 Intersection and CR 73 and CSAH 42 Intersection. Professional Services Contract for Architect Services – Family Resource Center Expansion Councilmember Nelson pulled item 6.n. Professional Services Contract for Architect Services – Family Resource Center Expansion to discuss the history regarding the center and the impact the resource enter has within the community. Motion by Nelson Second by Debettignies Motion to Recommend the City Council approve entering into a professional services agreement with CNH Architects to provide design and construction administration services for the Family Resource Center expansion. Ayes: Droste, Freske, DeBettignies, Nelson Nays: None. Motion carried. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS 9.a. Receive Feasibility Report and Call for Improvement Hearing for the Bonaire Path East Project, City Project 2018-03 City Engineer Erickson presented an update of the improvement at Bonaire Path East performed by Bolton and Menk. The proposed improvement is to convert Bonaire Path East from the existing rural gravel section to a paved section. The project would also include improvements at the existing at-grade railroad crossing on Bonaire Path E to extend the quiet zone. Councilmember Nelson made mention the quiet zone extension will be appreciated by residents. Motion by Debettignies Second by Freske Motion to Adopt a Resolution Receiving the Feasibility Report, Calling for the Improvement Public Hearing for Bonaire Path East, City Project 2018-03. Ayes: Freske, DeBettignies, Nelson, Droste Nays: None. Motion carried. 9.b. Authorize Staff to Submit 2040 Comprehensive Plan Update for Review Senior Planner Klatt provided an overview of the 2040 Comprehensive Plan update which includes sections from the Parks and Recreation Commission and the Port Authority. The draft is close to final form and therefore is ready to be sent to the adjacent jurisdictions for the 6-month review process. The plan update began approximately two years ago. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 16, 2018 After the 6-month review period is completed, staff will assemble all comments, make any necessary modifications and schedule the formal public hearing for final adoption of the Plan. Klatt made mention of the future land use map is the most heavily worked on areas, staff was granted an extension to end of June 2019 to complete the plan allowing staff more time to connect with consultants and UMore is not included in the plan as the projections are kept separate. Once available, Lindquist would intend to share Comprehensive Plans from Eagan and Inver Grove Heights and potentially Apple Valley. Motion by Debettignies Second by Freske Motion to Authorize Staff to Submit 2040 Comprehensive Plan Update to All Adjacent and Affected Jurisdictions as Required by State Statute Ayes: DeBettignies, Nelson, Droste, Freske Nays: None. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of October and November. The next City Council work session and regular meeting will be held on Monday, November 5, 2018 starting at 5:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Debettignies the meeting was adjourned at 9:19 p.m. Councilmembers then proceeded to reconvene the work session in the conference room.
