the Advertisement for Bids for the Chippendale Water Tower Reconditioning, City Project
2019-02.
BACKGROUND
At City Council’s September 18, 2018 meeting, the City Council approved KLM’s design proposal
for engineering services related to the Chippendale Water Tower Reconditioning, City Project 2019-
02. Since that time, KLM has prepared and staff has reviewed the plans and specifications for this
project. The next step in this project is to advertise the project for bids.
This project will be advertised for 3 weeks in the official city paper as well as on QuestCDN.
During the bidding timeframe a mandatory pre-bid meeting will be held so that all bidders have an
opportunity to visit the site and ask questions as appropriate to ensure accurate bids. The planned
bid opening date is December 19, 2018. The award and construction for this work will be in 2019.
The contractor will be required to start no later than August 1, 2019 and the final completion date is
October 10, 2019.
This work is part of the City’s ongoing maintenance program and is included in the 2018 Water
Fund budget. A portion of the estimated cost from the long range plan included $500,000 for
exterior and $150,000 for interior painting of the Chippendale Water Tower.
As part of this work the existing logo will be updated to match the current logo, which is on the
Bacardi and Connemara towers. The overall color of the tower will also be considered.
At the time of the planned reconditioning, the interior coating will then be 27 years old and the
exterior coating will be 15 years old. Performing both in 2019 will allow the work to be completed
with needing to drain the tower only once, and put both coatings on the same inspection and
maintenance time line. As discussed with Council in September, staff did review options with KLM
for delaying the full exterior reconditioning. However, there is currently an area that is experiencing
a coating failure which will require some repairs. The repairs are estimated to provide an additional
8 years of service.

As a result, staff recommends that the full reconditioning project be completed based on the
following:
• Both the exterior repairs or the reconditioning will require the tank be drained. Since the
repairs are estimated to provide 8 additional years of service that would result in additional
emptying of the tower in 2027, just 8 years after the repairs.
• Since the last inspection was performed in 2014, it is likely there are additional coating
failures, thus increasing the areas requiring repair.
• By coordinating both interior and exterior reconditioning, future maintenance projects could
occur on that same timeline of approximately 20 years.
• If delayed, the City would need to pay the mobilization cost for repairs and a subsequent
mobilization for reconditioning. This is a significant cost as, in either case, a full
encapsulation would be required.
• The anticipated cost for this work originally included both exterior and interior work, so
sufficient funding is available.
Staff presented this item to the Utility Commission at their November 19, 2018 meeting. As part of
that presentation, staff requested the Commission recommend the City Council approve the plans
and specifications and authorize the advertisement for bids related to the Chippendale Water Tower
Reconditioning, City Project 2019-02. Staff will confirm this recommendation at the Council
meeting.
