ATTACHMENTS: Draft City Comment Letter APPROVED BY: LJM RECOMMENDED ACTION: Motion accepting the City comment letter regarding the City of Eagan’s 2040 Comprehensive Plan Update and directing staff to submit the letter. ISSUE Cities and counties in the metropolitan region are currently in the process of completing development their 2040 Comprehensive Plans, as required by the Met Council. A component of that process is to request comments from neighboring agencies to ensure Comprehensive Plans work well together and that all agencies are effectively communicating and sharing plans. As part of this process, Rosemount has received the City of Eagan’s draft 2040 Comprehensive Plan for review. The full draft plan is available at the following web site: www.cityofeagan.com/2040plan. Staff has reviewed Eagan’s plan and would offer comments on the attached letter for Council consideration. Because the Council has previously expressed an interest some of the land use issues concerning Rosemount’s shared border with Eagan, staff would appreciate Council feedback and authorization of the comment letter prior to submittal. RECOMMENDATION Staff recommends that the City Council adopt a motion accepting the City comment letter on Eagan’s 2040 Comprehensive Plan and directing staff to submit the letter. November 15, 2018 Michael Ridley, AICP City of Eagan 3830 Pilot Knob Road Eagan, MN 55122 Re: Adjacent and Affected Jurisdiction Review – Eagan 2040 Comprehensive Plan Update Dear Mr. Ridley: Thank you for providing the City of Rosemount the opportunity to review and comment on the 2040 Eagan Comprehensive Plan Overall the plan is well-written and appears to address the issues the City will be facing in the future as a developed suburban community. Rosemount’s comments are primarily focused on some of the transportation and infrastructure issues in the area near our shared municipal boundary. Specific comments are as follows: Chapter 5 – Parks and Recreation • The City of Rosemount and City of Eagan will need to coordinate on the development of a final alignment for the Vermillion Highlands and Rosemount Greenway trails as these trails enter and exit each community. Chapter 7 – Transportation • South Robert Trail (TH3) immediately north of the Rosemount border is shown as having an existing capacity deficiency (Figure 7.7). Rosemount’s transportation plan projects that the portion of South Robert Trail, south of the border will have a future volume to capacity issue within the timeframe of the plan. Given the limited options for expansion of South Robert Trail, the City of Rosemount would like to continue working with the City of Eagan and MnDOT to identify potential transportation improvements both inside and outside the immediate area to help alleviate congestion on this stretch of highway. • Rosemount’s 2040 Comprehensive Plan continues to plan for an extension of 120th Street east of Biscayne Avenue to South Robert Trail. The intersection at Biscayne, 120th and Hwy 3 would be reconfigured consistent with previous discussions between the two communities. Eagan’s proposed 2040 transportation plan no longer shows this connection, which is a change from its 2030 plan. This connection would provide a necessary outlet to existing and future residential neighborhoods in both Rosemount and Eagan, in close proximity to Hwy 3. Portions of the existing 120th Street right-of-way are shared between the municipalities; therefore, further coordination is needed to resolve this discrepancy between the two plans. • The section of Dodd Road previously disconnected by Eagan immediately north of 120th Street would function as a necessary reliever for traffic to Cliff Road. The continued lack of connection to 120th Street from Dodd Road is inconsistent with language elsewhere in the plan encouraging parallel roads and linked neighborhoods. • The City of Rosemount encourages further coordination with Eagan concerning regional transportation issues, and in particular, identifying options for providing alternative north/south routes and connections that can take some of the pressure off of South Robert Trail while protecting residential neighborhoods form pass through traffic. Chapter 8 – Community Infrastructure • Pages 13 and 15 of Chapter 8 discuss a potential future Rosemount sanitary sewer connection. Part of this section notes that “The City of Rosemount has requested to send sewage flow from 166 acres of low density residential property into Eagan in the future.” The ability to provide this connection is critical for Rosemount because there are a number of homes on individual sewerage treatment systems located on small lots, south of the City’s border with Eagan (an area roughly bounded by South Robert Trail, Biscayne Avenue, and 130th Street). A majority of these homes were constructed 50-60 years ago and will very likely need public sewer services at some point in the future as lot sizes will not allow adequate space for installation of a secondary system. It would be very difficult for Rosemount to serve these homes due to the topography and existing development in the area. Rosemount staff would like to work with Eagan to come to agreement about provision of sewer prior to having environmental issues occur due to failed systems. A joint powers agreement or other agreement would be desired to clarify what service capacity could be provided to Rosemount and under what terms. • The City of Rosemount’s draft land use plan does not call for any new urban residential development in the northernmost portion of the City during this planning time horizon. The need for urban services is primarily for the smaller transitional area noted above, although some urbanization in the future, outside of the 2040 timeframe.
