Contracting for Greystone 6th Street and Utility Improvements, City Project 2017-01 and
Accepting the Improvements for Perpetual Maintenance
BACKGROUND
This item is a request for Payment 8 and Final to Friedges Contracting for Greystone 6th Street and Utility
Improvements, City Project 2017-01.
The project is funded by the developer. The final construction amount of $1,128,960.12 is 1.0% less than
the sum of the contract amount plus change orders: $1,073,557.45 + $67,360.00 = $1,140,917.45. The
first change order was to add an extension of Adan Avenue to the project. The second change order was
for curb repair of damage by snow plow operations.
RECOMMENDATION
The City has received documentation from the contractor required for final payment, including 2-year
maintenance bond, state withholding tax forms, lien waivers and consent of surety to final payment. Staff
recommends that Council approve Payment 8 and Final for the project and accept the improvements for
perpetual maintenance.

Dear Brian,
We have reviewed our files for the above-referenced project to determine if the project is ready for final
payment and acceptance by the City. We find the City street and utility work has been satisfactorily
completed by the contractor, Friedges Contracting Co., LLC, in accordance with City standards.
For your information, we have tabulated the following utility tests and inspections, and dates performed:
Inspection of water and sewer (Final) – May 2018
Television inspection of sanitary sewer – September 2017
Water main pressure test – August 2017
Water main conductivity test – August 2017
Water samples for bacteriological test – September 2017
Water main turned on for service – September 2017
The street construction was performed by McNamara Contracting Inc. for Friedges Contracting. The
street work for this project consisted of concrete curb & gutter, aggregate base, concrete sidewalk, and
bituminous paving. For your information, we have tabulated the following inspections and dates of work
performed:
Inspection of bituminous base, concrete curb, and concrete sidewalk (Final) – May 2018
Pour Concrete Curb – August 2017
Pave Bituminous Base Course – September 2017
Pave Bituminous Wear Course – October 2018
Enclosed are the IC134 Forms and Lien Waivers submitted by the contractor. Also included is the two-
year Maintenance Bond as required by the Subdivision Agreement.
We are recommending to the City of Rosemount that this utility and street improvement project be
presented for final approval and acceptance as described in the Subdivision Agreement.
