HomeMy WebLinkAbout30- Minutes of the October 2 2018 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 2, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, October 2, 2018, at 5:00 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 p.m. with Councilmembers Freske, Nelson, DeBettignies and Weisensel attending. Staff present included the following: • City Administrator Martin • Parks & Recreation Director Schultz • Public Works Director Erickson • Finance Director May • Chief of Police Scott • City Clerk Fasbender • Police Sergeant Dahlstrom • Public Works Coord. Watson • Assistant City Administrator Foster • Public Works Supervisor Koslowski Also in attendance was Wold Architects representatives and National Research Center (NRC) representative. DISCUSSION 2.a. Municipal Facilities Space Needs Analysis Wold Architects has met a number of times with staff over the past several months. Wold Architects presented to council a mid-point check in to get an update of the process and current status. The presentation mainly discussed the overall deficiencies based on tours, surveys, and feedback. Wold reviewed each department area; along with public works, police department, city hall, and administration facilities. As Rosemount’s population is expected to grow, staff is expected to grow and more space is required as the current space does not allow for additional staff growth. Wold provided information of similar cities current space requirements and needs. Wold showed how these cities compare to Rosemount and Rosemount’s standards. Councilmembers discussed options of where these possible additions could be placed within the city, how the city can utilize the spaces we currently have, and what causes cities to determine when facility changes need to happen. Wold’s next step is to come back in a few months with different facility options to present to staff and council based on the data and feedback staff and council has provided. 2.b. Presentation of Results of Annual Survey National Research Center (NRC) presented a draft of the survey results the city has received. The City completes a scientifically-significant survey of residents every two years in order to assess the opinions of residents on a number of important topics. NRC received a 37% response rate. The results show citizens feel Rosemount is a safe community and both mobility and education are highly important to residents. NRC will present at the regular meeting later this evening to share the results with the broader viewing public. A final form of the results will be available in a few days and will be posted online for the public to see. 6.a. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 2, 2018 RECESS There being no further business to come before the City Council, with a motion from Droste, second by DeBettignies. The meeting was adjourned to the regular council meeting at 6:52 p.m. CALL TO ORDER The City Council reconvened the work session of the Rosemount City Council at 7:39 p.m. in the Conference Room at City Hall. 2.c. Water and Sewer Fixed Rate Phase Out Review Director of Public Works Erickson and Public Works Coordinator Watson discussed the water, sanitary sewer and storm water rate models which are discussed on an annual basis. This review allows for a discussion on the long term plan for the utilities to retain a positive fund balance into the future. A review of the current water and sewer rate models by staff and utility commission established that the revenue from fixed charges is not enough to offset the fixed costs. In return, the Utility Commission is proposing a model that phases out nearly all fixed charges over a three-year period. Watson and Erickson showcased the spreadsheet which demonstrated the current state and the proposed change over the coming years based on staff’s findings. Watson also showed where Rosemount sits with rates in comparison to other Dakota County cities. Staff is suggesting this proposal will gradually increase in time to where the city needs to be versus it being a large increase all at once for citizens. Councilmembers questioned what the utility commission’s goal is, for example water conservation, as the commission and staff should be communicating the goal to the public. Councilmembers also questioned the need for a water treatment plant and the timing of when it is needed. Finance Director May suggests going with this model even if the city doesn’t have to do a water treatment plant any time soon as the proposed model will put the City in a financially better state when the time does come. Councilmembers are requesting staff provide more information regarding the water treatment plant, triggers that force other cities to take steps towards a treatment plant and the consideration of a streetlight fee in order to provide feedback on this item. UPDATES 3.a. Update Joint Planning Commission and City Council meeting with Newland on October 9th at the Steeple Center. Administrator Martin and Park & Recreation Director Schultz are to meet with 292 Group on Friday regarding the next steps of the recreation facility. Councilmember Nelson provided an update on the Inver Grove Heights ice agreement with RAHA. Councilmember Weisensel updated Council on his business visit at Anytime Fitness with Port Authority Member Smith and Community Development Director Lindquist.
