REGULAR MEETING PROCEEDINGS
DECEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, December 4, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Councilmembers Freske, DeBettignies, Weisensel
and Nelson attending.
Staff present included the following;
- City Administrator Martin - City Clerk Fasbender
- Public Works Director Erickson - Finance Director May
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
City Administrator Martin made note of the additional item added on Monday; 6.p. Approve
Subdivision Agreement Amendments for Greystone 8th and Meadow Ridge 2nd.
Motion by DeBettignies Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Commendation of State Championship for Rosemount High School Marching Band
City Council acknowledged the Rosemount High School Marching Band for their continued
excellence and hard work. Drum majors and Band Directors were present to accept certificates from
Council.
3.b. New Police Officer Oath of Office and Introduction
Mayor Droste officially swore in Officer Jared Gray. Gray was hired by Rosemount Police
Department this summer and began his field training on July 28th. On Thursday, November 22nd,
2018 Officer Jared Gray successfully completed the Rosemount Police Department’s field training
program.

DeBettignies pulled item 6.f. Donation Expenditure – Flint Hills Resources for recognition.
Debettignies thanked Flint Hills Resources for their contribution for these tools.
Motion by DeBettignies Second by Nelson
Motion to approve the expenditure of funds from the Rosemount Fire Department
donation account to purchase a Hurst Combination Hydraulic Tool.
Ayes: Nelson, Droste, Weisensel, Freske, DeBettignies

DeBettignies pulled item 6.g. Donation Acceptance – Police Equipment Fund for
recognition. Debettignies recognized the efforts over the past several years to make “Shop with a
Cop” happen and thanked all of those who have contributed to make the event a success.
Motion by DeBettignies Second by Nelson
Motion to approve the receipt of $1,383.19 dollar donation from the grocery bagging
fundraiser at Cub Foods, and the $100 dollar employee donation and the expenditure of
these funds as well as $320.58 that had been raised in 2017 for the 2018 “Shop with a
Cop” Event.
Ayes: Droste, Weisensel, Freske, DeBettignies, Nelson
Nays: None. Motion carried.
Weisensel pulled item 6.n. Bonaire Path East, City Project 2018-03 Approve Engineering
Agreement with Union Pacific Railroad Company for Rail Crossing Improvements for
further clarification.
Director of Public Works Erickson provided further clarification of the project. Erickson discussed
the agreements between MNDot, Union Pacific and the City, the length of the project could be
approximately 4 years, and the type of improvements to be completed.
Motion by Weisensel Second by Freske
Motion to Approve Entering into an Agreement with Union Pacific Railroad for
Engineering the Railroad Improvements on Bonaire Path East.
Ayes: Weisensel, Freske, DeBettignies, Nelson, Droste
Nays: None. Motion carried.
PUBLIC HEARINGS
7.a. 2019 Budget
City Administrator Martin presented the City’s Final Operating Budget and Levy for 2019, including
outlining the budget creation process. The recommended 2019 Budget proposes an increase in the
City’s property tax levy of 3.75%. Rosemount would have the 3rd lowest municipal levy increase in
the County in 2019.
This levy increase results in an estimated annual increase of $44 in the City taxes assessed to a
median valued home. Martin summarized the main expenditures leading to the budget increase
within the presentation. Finance Director May presented the total spending, which includes all other
budgets such as enterprise, capital, and Port Authority.
Martin highlighted that a taxpayer owning a median-valued home will pay $7 less in City taxes in
2019 than they would have paid in 2008, which is a testament to the City’s commitment to financial
management and respect of tax dollars.

Motion by DeBettignies Second by Freske
Motion to Adopt a Resolution Approving the 2019 General Fund Operating
Budget, the 2019 C.I.P. Budgets, the 2019 Insurance Budget, the 2019 Port
Authority Operating Levy and the 2019 Levy required by the City of Rosemount.
Ayes: Freske, DeBettignies, Nelson, Droste, Weisensel
Nays: None. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of
December. Droste noted the regular scheduled Port Authority meeting on December 18th is
cancelled. The next City Council regular meeting will be held on Tuesday, December 18th, 2018
starting at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by DeBettignies the meeting was adjourned at 8:07 p.m.
