REGULAR MEETING PROCEEDINGS
DECEMBER 18, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, December 18, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order with Councilmembers Freske, DeBettignies, Nelson and
Weisensel attending.
Staff present included the following;
- City Administrator Martin
- Finance Director May
- City Clerk Fasbender
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Administrator Martin indicated there were no changes to the Consent Agenda.
Motion by DeBettignies Second by Nelson
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Acknowledgement of Award of Certificate of Achievement for Excellence in Financial
Reporting
Director May presented the award given to the City of Rosemount for the twenty-second
consecutive year - a Certificate of Achievement for Excellence in Financial Reporting. The award
recognizes the City’s comprehensive annual financial report for the fiscal year that ended December
31, 2017. May recognized the finance team who assisted with completing this report and expressed
gratitude to the finance team for achieving this award.
Mayor Droste made mention of the reception held prior to the regular council meeting, thanking
Council Member DeBettignies and Nelson for their years of service to the City of Rosemount.
Mayor Droste presented plaques to the each of them.

Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: None. Motion carried.
Council Member Debettignies pulled item 6.e – for recognition. DeBettignies thanked CF Industries
for their continued support.
Motion by DeBettignies Second by Nelson
Motion to receive a donation from CF Industries and to approve expenditure of the funds
from the Rosemount Fire Department donation account to purchase miscellaneous
equipment.
Ayes: Nelson, Droste, Weisensel, Freske, DeBettignies
Nays: None. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of
December and January. The next City Council work session and regular meeting will be held on
Wednesday, January 2nd, 2019 starting at 5p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by DeBettignies and second by Nelson the meeting was adjourned to a closed
session for the City Administrator annual review at 7:16 p.m.
CITY COUNCIL DISCUSSION AFTER THE COUNCIL MEETING
In a closed session following the regular City Council meeting, the City Council conducted the
annual performance review of City Administrator Martin. A report on the results of City
Administrator Martin’s performance review will be provided at a future City Council meeting.

ADJOURNMENT
There being no further business to come before the City Council, with a motion from Weisensel,
second by Droste the closed meeting was adjourned at 10:00 p.m.
