JOINT SPECIAL WORK SESSION PROCEEDINGS
OCTOBER 9, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council and
Planning Commission joint meeting was held on Tuesday, October 9, at 5:15 pm at The Steeple
Center, 14375 South Robert Trail, Rosemount.
Mayor Droste called the meeting to order with Councilmember Nelson, DeBettignies, Weisensel (via
Skype), Planning Commissioners Kenninger, VanderWiel, Freeman, Mele, and Reed.
Staff present included the following; City Administrator Martin, Community Development Director
Lindquist and City Planners Klatt & Nemcek.
Newland Representatives in attendance included Ted Nelson, David Newman, and Shelly White.
CITY COUNCIL DISCUSSION ON COMPREHENSIVE PLAN
Community Development Director Lindquist provided background information on the proposed
land use guiding for the north-central section of the 2040 Comprehensive Plan. Staff discussed the
development opportunities posed if the land was guided for transitional residential use, which would
be an urban development category, as compared to the current guiding of rural residential. It was
noted that residents in this area were very engaged during the Comprehensive Planning process and
they asked for rural residential which has been reflected on the draft Plan for some time.
After discussion with the Council, the general direction was to retain the rural residential guiding of
the area. The Council expressed interest in reassessing the guiding when utilities are extended to the
area, or when a potential development is considered. It was clarified that utilities should be located
and sized to permit extension in the future, should a future Council choose to change the land use to
urban residential; however, until that time a desire to retain the rural residential guiding was
expressed.
NEWLAND COMMUNITIES PRESENTATION
The development team from Newland Communities presented the Council and Planning Commission
with a detailed background of Newland’s history, development principles, and overall vision for what
the first phase of UMore’s development could be.
Newland has developed 26 communities throughout the US, most of which are very large in scale. In
Minnesota, they completed the Stone Mill Farms neighborhood in Woodbury, and are currently
constructing developments in Colorado, California, South Carolina and several other states. They
discussed their development philosophy surrounding the need for architecture to adapt to the
changing marketplace, and their perspective on the need for sustainability (environmentally and
financially) within all developments. They provided some examples of the type of housing they could
anticipate in the Rosemount project and also some of the amenities that could be installed. Th ey
anticipate applying for a Concept Plan review in the near future.
The Council and Commission engaged the Newland team in conversation surrounding these topics,
and expressed excitement at their anticipated submittal to the City.

ADJOURNMENT
There being no further business to come before the City Council and the Planning Commission and
upon a motion by Nelson and second by Freske the meeting was unanimously adjourned at 8:24
p.m.
