RECOMMENDED ACTION: Motion to Adopt a Resolution Approving the 2019 CDBG
Application.
SUMMARY
Every year the City is allocated approximately $50,000 in Community Development Block Grant (CDBG)
funds. This money comes from the Federal Government and is disbursed through the Dakota County CDA.
In the past several years we had used our allocation to make ADA improvements to public facilities such as
the Ericson Shelter, sidewalks along Connemara, and steps and sidewalks at the Steeple Center. More
recently the City used funds for well capping.
The estimated allocation for 2019 is $62,475, although it is anticipated that the amount will likely change
when the County finds out what its final entitlement dollars. Staff is recommending a portion of the funds,
$51,000, be allocated to installation of ADA improvements in existing improved parks, such as installing
pedestrian ramps where there currently are none and concrete work to make picnic areas ADA accessible.
Retrofitting public facilities to make the ADA accessible is an eligible federal expense; constructing new
ADA accessibility features is not eligible.
Staff is also recommending the remainder of the funds be allocated to the Home Improvement Loan
Program that serves households in Dakota County earning 50%-80% of the area median income (AMI). If
the City allocates some of our CDBG allocation to these efforts, those funds will be directed to Rosemount
residents. There are currently six Rosemount households on the waiting list for this program, and the
additional funds will help reduce the wait time. The County also funds this program which is distributed on a
first come, first served basis. As stated, the final amount of CDBG funds available to the City may increase
or decrease. Any change in the total amount will result in an increase or decrease in the amount allocated to
the Home Improvement Loan Program.
RECOMMENDATION
Staff recommends approval of the attached resolution of support for the allocation of $51,000 of the 2019
CDBG funds for ADA improvements to several locations within City parks and to allocate the remainder
to the Home Improvement Loan Program.

A RESOLUTION APPROVING THE APPLICATION OF THE
CITY OF ROSEMOUNT FOR FISCAL YEAR 2019
DAKOTA COUNTY COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDING
WHEREAS, the City of Rosemount is a participating jurisdiction with the Dakota County
CDBG Entitlement Program for Fiscal Year 2019 (ending June 30, 2020); and
WHEREAS, the Dakota County Community Development Agency (CDA) is a Subgrantee
of Dakota County for the administration of the CDBG Program; and
WHEREAS, the Dakota County CDA has requested fiscal year 2019 CDBG application to
be submitted by January 18, 2019, based on a district formula allocation of funds approved
in the 1984 Community Development Implementation Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rosemount hereby approves the following:
1. The Fiscal Year 2019 Rosemount CDBG application is approved for submission to
the Dakota County CDA.
2. The Mayor for the City of Rosemount is authorized to execute the application and
all agreements and documents related to receiving and using the awarded CDBG
funds.
3. The Dakota County CDA is designated as the administrative entity to carry out the
CDBG program on behalf of the City of Rosemount, subject to future Subrecipient
Agreements that may be required for specific CDBG-funded activities.
ADOPTED this 2nd day of January, 2019, by the City Council of the City of Rosemount.

NO MORE THAN 40% of the proposed funding can be for PUBLIC SERVICES. As public services
may not account for more than 15% of the County’s total funding, public service requests may need
to be decreased once all applications are submitted and reviewed by CDA staff.
