WORK SESSION PROCEEDINGS
DECEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was
held on Tuesday, December 4, 2018, at 5:00 p.m. in the Conference Room at City Hall, 2875
145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:00 p.m. with Councilmembers Freske,
DeBettignies and Weisensel attending. Council member Nelson arrived later. Staff present
included the following:
• City Administrator Martin
• Parks & Recreation Director Schultz
• Public Works Director Erickson
• Chief of Police Scott
• Public Works Coordinator Watson
DISCUSSION
2.a. Water and Sewer Fixed Rate Phase - Out
Public Works Director Erickson presented a PowerPoint to show the phase-out model for the fixed
rates for water and sewer. The phase-out model will produce a substantial decrease for the average
low user, a slight increase for the average high user, and a moderate increase for the average business
user, while having an almost neutral effect on the average residential user.
Council Member Freske questioned, how will staff communicate this potential change to users, i.e.
fliers, social media, etc.? Staff will brainstorm possible ways to reach out to residents informing them
of the change. The Councilmembers indicated a willingness to make this change going forward.
The next step in the process is for council to formally approve the model change within the fee
schedule at the December 18th regular council meeting. Staff will move forward with updating the
fee schedule based on council’s feedback at the work session this evening.
2.b. Discuss 2019 Legislative Priorities
City Administrator Martin and Mayor Droste had a preliminary meeting with Senator Clausen and
Representative Elect Huot last week to get acquainted and discuss issues listed within the attached
document.
Martin recapped 2018 priorities and reviewed the potential 2019 initiatives. Council provided
feedback regarding the following priorities:
• Importance of securing land to support a municipal facility project with the National Guard
• Hwy 52 & 42 was discussed in 2018, but highlighted the need for the full interchange still
• County to take back Pine Bend Trail/140th Street.
• Include a separate item specifically for roads going north/south as the city continues to grow
• Completion of the Mississippi River Regional Trail
The Council is to provide staff any additions or changes to the Legislative Agenda. The council will
formally adopt the agenda at a future regularly scheduled council meeting.

UPDATES
3.a. Discuss Freedom Walk of America Project
A representative from Freedom Walk of America recently contacted Parks& Recreation Director
Schultz to discuss the Veteran’s Memorial Walk Project and the possibility of the city having any
interest in taking the project over.
The anticipated cost for the project is approximately 3 million dollars and the project would be
located in Central Park. The Parks and Recreation committee decided to not move forward with
taking over this project earlier this month at their Park & Recreation regular meeting.
Council supports Park & Recreation Commission’s decision in not moving forward with the project
due mostly to the amount of funds required for the project. However, council continues to look for
ways to make improvements to Central Park.
Additional Updates
Schultz provided an update regarding his latest discussions with the 292 Design Group and the
timelines of what council can expect from 292 and the latest meetings Schultz has had regarding the
status of Hope Fieldhouse.
Administrator Martin briefed council on the Newland Concept Plan which will be shown at the
neighborhood meeting on December 11th.
Council Member Nelson questioned whether or not the city charges parking for students at the
Rosemount Community Center and staff confirmed there is currently no charge.
Council Member Freske mentioned she will be attending a school district meeting on Wednesday.
Council Member Weisensel informed council that early bird registration for the National
Congressional City Conference in Washington, D.C. ends on January 31st.
ADJOURNMENT
There being no further business to come before the City Council, with a motion from Droste,
second by DeBettignies. The meeting was adjourned at 6:47 PM
