BACKGROUND On September 18, 2018, the City Council approved a contract with KLM Engineering, Inc. (KLM) for providing engineering and professional services related to the Chippendale Water Tower Reconditioning, City Project 2019-02. At the November 20, 2018, Council meeting, the City Council approved the plans and specifications and authorized the advertisement for bids for this project. On December 19, 2018, bids from five contractors were opened. KLM and staff have reviewed and discussed the bids and recommend that Classic Protective Coatings be awarded the contract for this project. Now that bids have been opened, the next step is the award of contract. The five contractors that bid on this project are shown in the following table. Bids ranged from a low of $569,850.00 to a high of $929,500.00 and the engineer’s estimate was $599,000.00. Actual construction will start sometime this summer. It should be noted that the contractor will be required to start no later than August 1, 2019 and the final completion date is October 10, 2019. 2 The following table shows the total project estimate and funding for this work. As shown, there is sufficient funding in the 2019 Water Budget to perform this work. RECOMMENDATION Staff recommends the Council accept the bids and award the contract for the Chippendale Water Tower Reconditioning, City Project 2019-02. KLM Project No. MN1830. City Project No. 2019-02. Dear Mr. Erickson: The bid opening was held on Wednesday, December 19, 2018 at 2:00 PM. The bids received were as follows: Schedule No. 1 Cleaning, Repairing, and Painting of the 500,000-Gallon Elevated Water Tower (Chippendale Tower). LLC $658,000.00 Viking Industrial Painting $630,200.00 Classic Protective Coatings $569,850.00 In reviewing the submitted bid packets, we find the apparent low bidder, Classic Protective Coatings, meets the requirements of the specifications and are qualified to do the work outlined in Schedule No. 1. Therefore, KLM Engineering recommends that you accept the lowest qualified bidder, Classic Protective Coatings, with a total base bid amount of $569,850.00.
