Members Absent: City Council Liaison Cisewski, student volunteer Mike Hartley Staff Present: Dan Schultz, Director of Parks and Recreation Call to Order: Kelly Sampo called the meeting to order at 7:00 pm. Additions to the agenda: none Approval of the December 17, 2001 minutes. Motion by Eliason to approve the minutes of December 17, 2001. Second by Sterner. Ayes 4 Nayes 0 Audience Input: none Discussion: none Old Business Parks Master Plan Review - Staff relayed to the Commission that the updated master plan would be brought to the City Council’s work session on Wed., March 13, 2002 for review discussion. Following the work session it would be brought back to the P&R Commission to make a formal recommendation on the plan. Staff also mentioned the plan will be available for review at the open house. Biscayne Pointe Fourth Addition - Staff presented the preliminary plat for the Biscayne Fourth Point Fourth Addition. The Commission discussed the one-acre of parkland to be added to Birch Park and concern that it needs to be useful in relation to the current parkland. It was asked if more land is needed for the park. Staff indicated that the park is to be a mini-park and the total area would now be nearly 3 acres, which fits our criteria for a mini-park. The Commission also discussed the location of trails and sidewalks. 1. Motion to recommend accepting the one-acre of parkland and the remaining parks dedication in the form of cash, payable at the time of final plat using the current rate at that time. 2. Motion to recommend an eight-foot wide bituminous trail be installed on the south side of Connemara Trail and sidewalks be installed on the north side of Connemara Trail, the south side of Street E, both sides of Street A, the west side of Street C and the north side of Street B. Rosewood Preliminary Plat - Staff presented the preliminary plat for the Rosewood Development. The Commission reviewed the needs for parks and it was decided that Biscayne and Central Parks could serve this area. 1. Motion to recommend accepting parks dedication in the form of cash, payable at the time of final plat using the current rate at that time. Motion by Scribner second by Sterner. Ayes 4 Nayes 0 2. Motion to keep the eight-foot wide bituminous trail on the west side of Biscayne Ave. from 145th Street to Cty. Rd. 42, to install sidewalks on both sides of Road B, both sides of Road D, both sides of Road C and recommend looking into trails along Cty. Rd. 42 at this time. Motion by Scribner second by Sterner. Ayes 4 Nayes 0 New Business Family Resource Center Staff presented the annual report along with a brief update on activities at the Center. No discussion by the Commission. Motion by Sampo to accept the FRC Annual Report. Second by Scribner. Ayes 4 Nayes 0 Wensmann Homes Senior Housing Project Schultz presented the plan for the Senior Housing Project. It was asked if there would be any access to Wachter Pond. Staff indicated that there would not be a public access but possibly a private trail for residents of the property. Motion to recommend accepting parks dedication in the form of cash, payable at the time of final plat using the current rate at that time and that an eight-foot bituminous trail be installed along the east side of Chippendale Ave. Motion by Eliason second by Sterner. Ayes 4 Nayes 0 Proposed Connemara Trail – Limited Access to Parks Schultz gave an update on Connemara Trail planning and indicated that some maps show a few park accesses being closed. Staff wanted to report that we are working to keep our parks as accessible as possible. Evermoor – Underpass (tunnel and trail) Schultz provided a brief update on the concerns CPDC has with building the underpass due to the cost and design issues. The Commission felt that it was important to have a safe crossing on what is planned to be a very busy road. Commissioner Eliason felt it was the City’s responsibility to provide a safe crossing and that the original plan including the underpass seemed to address the issue. He also mentioned that once the developer was done building, they would disappear and no longer have any involvement or concern for our community. Motion by Sampo to recommend the City Council work to provide a safe crossing and connection to Schwarz Park. Second by Eliason. Ayes 5 Nayes 0 Director Report Schultz provided an update on the park improvement fund and upcoming projects. He also informed the Commission of a staff recommendation to Council to amend the Large Gathering on City Parkland Ordinance by increasing the participants allowed on City parkland at one time from 500 to 1,200. 8.
