RECOMMENDED ACTION: Motion to approve a resolution that would allow SKB to pay
their parks dedication fees on their Metals Recycling Facility and Maintenance Shop project
any time prior to July 1, 2020.
BACKGROUND
At the August 6, 2018, City Council work session, the Council discussed allowing SKB Environmental an
extension for paying their parks dedication fees.
SKB Environmental recently came before the City Council to get approval of a 52 acre Planned Unit
Development for a Metals Recycling Facility and Maintenance Shop. As part of their development, they
subdivided their property. When property is subdivided, staff reviews the plans for parks dedication (cash
or land) payment as identified in the City’s Subdivision Ordinance. The SKB property being subdivided
was zoned as industrial, thus staff recommended that the parks dedication fees should be collected based
on the Subdivision Ordinance and City’s fee policy. The Subdivision Ordinance calls for a collection of
10% of the total area being developed or cash in lieu of the land at a rate of $50,000 per acre as identified
in the City’s fee policy. Staff recommended the developer pay a cash in lieu of land dedication in the
amount of $260,000 (10% of 52 acres is 5.2 acres multiplied by $50,000 per acre).
SKB Environmental submitted a letter requesting to pay their parks dedication fees at a later date or
through some sort of payment plan because they were not aware of the fees, thus they had not included
the parks dedication fees in their 2018 project budget.
Staff from the Parks and Recreation Department supports allowing SKB to pay their parks dedication fees
on their Metals Recycling Facility and Maintenance Shop project any time prior to July 1, 2020.
RECOMMENDATION
Staff is requesting the City Council consider approving a resolution that would allow SKB to pay their
parks dedication fees on their Metals Recycling Facility and Maintenance Shop project any time prior to
July 1, 2020.

RESOLUTION 2019 -
A RESOLUTION AUTHORIZING DELAYED PAYMENT OF PARK DEDICATION FEE
WHEREAS, the City approved that certain plat application made by SKB Environmental (hereinafter,
“SKB”) by way of Resolution 2018-48, covering the property described in the attached Exhibit A, which
Resolution contained as a condition of approval the payment of a park dedication fee in the amount of
$260,000, as set forth therein; and
WHEREAS, SKB has requested that it be allowed additional time to pay said park dedication fee for the
Metals Recycling Facility and Maintenance Shop project; and
WHEREAS, the City has determined that it is reasonable and consistent with the public interest to grant
said request;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota,
as follows:
(1) The due date for full payment of the park dedication fee set forth in Resolution 2018-48 is hereby
extended to July 31, 2020.
