ATTACHMENTS: Quote from Alex Air Apparatus APPROVED BY: LJM RECOMMENDED ACTION: Motion to approve the CIP expenditure to purchase a Bauer SCBA Air Compressor to replace the current air compressor at Fire Station #1. SUMMARY The Council is asked to consider the CIP expenditure of $57,190.00 for the purchase of a Bauer Self Contained Breathing Apparatus (SCBA) compressor. This purchase will replace the current SCBA compressor at Rosemount Fire Station #1. The current compressor at Fire #1 struggles to keep up with filling bottles in a timely manner and takes twice as long to get bottles refilled and back in service as compared to the compressor at Fire #2. The compressor, in service since 2004, also uses oil when it operates and has had issues with circuit boards failing. At Fire #2, a Bauer Air Compressor was installed in early 2014 and has proven to be a very effective compressor with no issues. As part of this purchase process, a bid quote was received from Alex Air Apparatus who is the dealer that supplied the compressor for Fire Station #2. Alex Air supplied us with a bid quote for $57,190.00. This new compressor will add an additional position to fill bottles so that three bottles can be refilled at once, as well as add an additional bottle to the cascade system that holds the air supply. This quote also includes a trade in allowance for our old compressor of $2,500 and electrical upgrades of $800. In 2013, several members of our department conducted research surrounding air compressor. As a result of that research, the Bauer air compressor stood out as a front runner and has been a solid performer for us ever since it was installed at Fire #2. On average it takes approximately 1.5 to 2.5 hours to get fire apparatus and SCBA packs back in service after a structure fire. In 2018, the Fire Department saw a record year with 820 calls, thus having efficient equipment to get gear back in service is very important. This expenditure is noted in the 2019 CIP and the quote received is within the CIP budget amount. RECOMMENDATION Staff recommends City Council authorization to purchase the equipment as recommended in the report and is being requested to be brought forward at the February 5, 2019, Regular City Council meeting.
