RECOMMENDED ACTION: Motion to adopt a Resolution approving an amendment to
TOPS Pizza & Hoagies On Sale Liquor License Class B/Sunday Liquor Sales Liquor
License.
BACKGROUND
The ownership of the TOPS Pizza & Hoagies has changed back to its previous owner, Markos Chouliaris.
City Council approved TOPS Pizza & Hoagies 2019 Liquor License under the ownership of Alkis
Arambadjis on December 18, 2018. Mr. Arambajis is no longer involved with TOPS Pizza & Hoagies and
Mr. Chouliaris is regaining ownership.
City Code requires council approval in the event of a change of ownership of a licensed liquor
establishment. Being that Markos Chouliaris was the previous owner, no background check was
conducted. Mr. Chouliaris has submitted proof of insurance, necessary fees and the paperwork for the
amendment.
RECOMMENDATION
Staff recommends approval of the above-stated motion.

A RESOLUTION APPROVING AN AMENDMENT
TO THE ON-SALE LIQUOR LICENSE (CLASS B) AND SPECIAL SUNDAY LIQUOR
LICENSE FOR TOPS PIZZA & HOAGIES
WHEREAS, Markos Chouliaris DBA TOPS Pizza & Hoagies has submitted a request to amend its
current On-Sale Liquor License (Class B) and Special Sunday Liquor License for the premise located
14533 Dodd Blvd;
WHEREAS, the request is to change the owner from Alkis Arambadjis to Markos Chouliaris as the
owner on the liquor license;
WHEREAS, the applicant has submitted all necessary documentation and payment for the Liquor
License Amendment;
THEREFORE, BE IT RESOLVED, that the City Council hereby approves this amendment to
said license.
ADOPTED this 5th day of February, 2019, by the City Council of the City of Rosemount.
