RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Submission of a
Local Road Improvement Program (LRIP) grant application.
BACKGROUND
The Minnesota Department of Transportation (MnDOT) Local Road Improvement Program (LRIP)
grant application was recently opened. For this grant cycle there is no funding available; MnDOT is
seeking applications in order to demonstrate the need for continued funding and support by the
legislature.
The selection criteria will consider geographical and jurisdictional distribution. In addition, the following
criteria will be considered:
• Be a local road that is planned for construction, reconstruction or reconditioning.
• Address a safety deficiency.
• Be a regionally significant route.
• Supported by the council.
• Consider the availability of other state, federal and local funds.
• Be non-controversial.
• Have minimum life of 10 years.
• Have high impact as evidenced by letters of support from other local agencies or private parties
impacted by the improvement.
The maximum request for a state aid city like Rosemount is $1,000,000. Projects must be approved for
construction bidding in years 2020 and 2021.
This funding can be used for the full cost of the project or leveraged with other funds as would be the case
for Biscayne Avenue between Boulder Trail and 160th Street (CSAH 46). This project would provide a
paved surface in addition to extending necessary utility infrastructure. As such, staff proposes submitting
this section of Biscayne Avenue to the LRIP application.
RECOMMENDATION
Staff recommends Council approval of the attached resolution supporting the Local Road Improvement
Program grant application.

A RESOLUTION SUPPORTING SUBMISSION OF 2019 LOCAL ROAD
IMPROVEMENT PROGRAM FUNDING APPLICATION TO MNDOT FOR BISCAYNE
AVENUE RECONSTRUCTION PROJECT
WHEREAS, the Reconstruction project includes upgrading the existing gravel road to a new
bituminous pavement section with aggregate base and a trail connection, from Boulder Trail to 160th
Street Biscayne Avenue (CSAH 46) within the City of Rosemount, and;
WHEREAS, the Biscayne Avenue serves as a north-south local collector, and;
WHEREAS, the existing Biscayne Avenue gravel roadway is in deteriorating condition due to
increased traffic numbers and consistent heavy use, and;
WHEREAS, the existing Biscayne Avenue roadway is not constructed to 10-ton standards but the
proposed project will upgrade the roadway to a 10-ton route, and;
WHEREAS, the existing business park area is experiencing growth and the need for a paved road
connecting both 150th Street (CSAH 42) and 160th Street (CSAH 46) is becoming more evident, and;
WHEREAS, the truck traffic restriction currently in place to reduce the required maintenance is
difficult to enforce, and;
WHEREAS, the existing gravel roadway requires heavy yearly maintenance, including regular
grading and surface treatments, that will only increase with the anticipated increase in traffic, and
WHEREAS, the Local Road Improvement Program (LRIP) administered by the Minnesota
Department of Transportation makes available up to $1,000,000 to apply towards projects on local
roads that are regionally significant, result in safety improvements, and address transportation
deficiencies, and
WHEREAS, the proposed year for said project construction is 2020.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT THAT:
1. The City Council hereby supports the reconstruction and upgrade of Biscayne Avenue to a
ten-ton, up to three-lane bituminous roadway with center turn-lane and pedestrian facilities.
2. The City Council hereby supports the City’s submission of a Local Road Improvement
Program funding application and authorizes staff to prepare and submit said application.
3. The City Council hereby provides assurance that the City of Rosemount will pay all costs
associated with the project and that the city staff will ensure that all aspects of the LRIP
funding requirements are met and the project’s schedule is followed.
