BACKGROUND On April 3, 2018, City Council approved a Joint Powers Agreement (JPA) with Dakota County for the reconstruction of Akron Ave (County Road 73). Then on February 5, 2019, City Council approved the first amendment to the JPA which adjusted the cost share for this project. Currently, this project is in design and right of way acquisition and is planned for completion this year. Construction will occur in 2020. Additionally, staff has reviewed the pavement condition in this area and has noted that there were local streets programmed in the Capital Improvement Plan for 2022. As a result, 121st Street and 124th Court were brought forward for construction in 2020 in order to take advantage of the large amount of paving involved in the Akron Avenue reconstruction. The Meadow Ridge development extended water and sanitary sewer service north in Akron Avenue. As part of that work new sanitary structures and water fittings were installed; however, stubs were not extended to the current right of way line. As a result, these main extensions should be installed when Akron is reconstructed to prevent future damage to the bituminous pavement. Kimley-Horn will include those extensions to the right of way as part of this design as well. Based on this, a proposal was requested from Kimley-Horn (the design consultant for Akron Ave) to provide engineering services related to the utilities and street improvements. Although not part of the engineering pool, as the County’s selected designer Kimley-Horn is in the best position to provide the necessary engineering services to complete the design efficiently, ensure coordination in the bid documents and perform field inspections as needed. (Kimley-Horn) is pleased to submit this proposal to the City of Rosemount (City) for professional engineering services for the 121st Street and 124th Court Mill and Overlay project and the Akron Avenue Utility Extensions pr oject which includes a feasibility study and final design services for the mill and overlay project and final design for the utility extensions project. Our proposed scope of services, schedule, and fee are detailed below. PROJECT UNDERSTANDING The City of Rosemount and Dakota County are currently planning for the reconstruction of County Road 73 (Akron Avenue) from Bonaire Path to the northern City limits (City Project 2018-05). As part of the public engagement process, residents along 121 st Street and 124th Court requested the City to evaluate these streets for potential improvements that could be completed as a part of the County project. The reconstruction of Akron Avenue will also require hydrant leads and utility services to be extended outside of the proposed roadway once right-of-way for the project has been acquired. Kimley-Horn is currently work ing for Dakota County and the City of Rosemount on the County Road 73 (Akron Avenue) reconstruction project. The City of Rosemount has requested a proposal to complete the necessary feasibility study and final design for roadway improvements on 121st Street and 124th Court, approximately 4,000 linear feet of roadway. We understand that the feasibility study process will need to follow MN Statute 429 requirements and City of Rosemount standards. We have assumed that that a mill and overlay will be the recommended approach to improving 121st Street and 124th Court which will be confirmed through the geotechnical analysis included in this proposal. A map of the proposed mill and overlay improvements is also attached to this proposal. SCOPE OF WORK The following is a summary of the proposed scope of work to be completed for these improvements: Task 1: Akron Avenue Utility Extensions – Final Design Kimley-Horn will prepare final construction plans and specifications for the extension of hydrants, water services, and sanitary sewer services for the existing public utilities along Akron Avenue Page 2 kimley-horn.com 767 Eustis Street, Suite 100, St. Paul, MN 55114 651 645 4197 between Bonaire Path and 127th Street W. The City will provide as-built records of the recently completed utilities included location and elevations of all hydrants and service stubs. Final plans and specifications will be included in the County Road 73 (Akron Avenue) Reconstruction plan set and project manual. Final plans will include up to five (5) utility plan and profile sheets and one (1) details sheet showing City standard details. Task 2. 121st Street and 124th Court Mill and Overlay – Feasibility Study Task 2.1 Feasibility Study and Report Kimley-Horn will prepare a feasibility study and report summarizing the findings of the geotechnical analysis and identifying the proposed street and driveway culvert replacement improvements to be included as a part of the project. We will complete a conditional analysis of the existing driveway culverts and have assumed no upsizing of culverts will be considered. We will prepare a preliminary engineer’s estimate of probable construction costs based on the recommended improvements . We will revise the estimate based on City staff comments following submittal of the draft report. We will work with City staff to develop a financing plan for the proposed improvements consistent with MN Statute 429 regarding assessments. We have assumed the City will provide tax identification numbers and street addresses for the properties to be assessed. We will prepare an assessment roll consistent with the City’s front footage assessment policy for review by City staff. We have assumed that the City will hire an appraiser to conduct a special benefit analysis if deemed necessary. Task 2.2 Meetings We will attend up to two (2) project meetings with City staff to discuss the analysis and findings of the feasibility report. We have assumed that we will have a kick-off meeting with City staff following notice to proceed and a meeting to review the preliminary analysis before submittal of a draft report. Task 3. 121st Street and 124th Court Mill and Overlay – Data Collection Task 3.1 Geotechnical Evaluation and Report A Kimley-horn sub-consultant, Braun Intertec, will complete a geotechnical evaluation of the existing roadway pavements to determine suitability for a mill and overlay. A total of six (6) pavement cores will be obtained, four (4) along 121st Street and two (2) along 124th Court, to evaluate the condition and depths of existing pavement. Each pavement core will be accompanied by a shallow hand auger boring to identify thickness of the aggregate base and material competency of the upper s ubgrade soils. A Geotechnical Evaluation Report will be prepared summarizing the findings of the evaluation and providing a recommendation for the proposed mill and overlay. Task 3.2 Topographic Survey A Kimley-Horn sub-consultant, Pioneer Engineering, will obtain topographic survey information of the project area necessary for the final design of the proposed improvements. The proposed improvements are assumed to include mill and overlay of the pavement, replacement of driveway culverts, and minor roadway ditch grading as necessary. No survey is proposed to be obtained outside of the existing right-of way. The following is a summary of the information that will be Page 3 kimley-horn.com 767 Eustis Street, Suite 100, St. Paul, MN 55114 651 645 4197 gathered through the topographic survey work: • Surface features such as signs, light poles, trees, and mailboxes • Private driveway profiles and driveway culvert inverts • Profile streets and intersections including edge/center of pavement • Underground utilities (Gopher One Call) Task 4. 121st Street and 124th Court Mill and Overlay – Final Design Task 4.1 Final Construction Plans Kimley-Horn will prepare final construction plans for the proposed mill and overlay and driveway culvert replacement improvements. We have assumed no additional impervious area will be created by the project and no stormwater treatment will be required. The plans will be prepared consistent with the plans for the County Road 73 Reconstruction project and integrated into the plan set for bidding. We have assumed the following plan sheets will be necessary: • Statement of Estimated Quantities • Typical Sections and Details • Alignment Plan and Tabulation • Removals and Erosion Control • Street Plan/Profile • Culvert Profiles We will provide the City with 60% plans for review and comment. Comments will be addressed and included in the 90% submittal of plans and specifications to City staff for review. Plans for the mill and overlay improvements will be included into the overall project SWPPP and NPDES Permit as required by the MPCA. Task 4.2 Special Provisions We will prepare technical special provisions as necessary for the proposed improvements. The specifications will be included in the project manual for the County Road 73 Reconstruction project. Task 4.3 Engineer’s Estimate We will prepare an engineer’s estimate upon completion of the 90% plans including detailed quantities and bid items for inclusion in the statement of estimated quantities. Task 4.4 Meetings We have assumed we will prepare for and conduct up to three (3) meetings with City and private utility staff through the plan development process. We have assumed that the following meetings will be necessary: • Utility coordination meeting • 60% plan review meeting • 90% plan and specification review meeting Page 4 kimley-horn.com 767 Eustis Street, Suite 100, St. Paul, MN 55114 651 645 4197 Task 5. 121st Street and 124th Court Mill and Overlay – Construction Observation Task 5.1 Construction Observation Kimley-Horn will provide construction observation services for 121st Street and 124th Street construction. The services will meet City of Rosemount and MnDOT State Aid requirements. We have assumed 120 hours of construction observation time for this estimate. ADDITIONAL SERVICES Kimley-Horn will complete the following additional services upon request by the City. These services are not included in this proposal. • Attendance at Public Hearing and/or Assessment Hearings • Final Assessment Roll • Construction Phase Services • As-Built Plans SCHEDULE The anticipated project schedule is shown below. We will work with the City to finalize a mutually agreed upon schedule at the kick -off meeting. Notice to Proceed November 6, 2018 Feasibility Study November 2018 – December 2018 Public Improvement Hearing February 2019 Final Design March 2019 – October 2019 Bidding December 2019 Start Construction April 2020 INFORMATION PROVIDED BY CLIENT We shall be entitled to rely on the completeness and accuracy of all inform ation provided by the City. The City shall provide information requested by Kimley-Horn during the project, including but not limited to the following: • As-built drawings of existing utilities and streets • Sizing requirements for any proposed public utilities • Available GIS and LIDAR data • Recent feasibility report example • CAD file of City Standard Details Page 5 kimley-horn.com 767 Eustis Street, Suite 100, St. Paul, MN 55114 651 645 4197 ESTIMATED COSTS Kimley-Horn will provide the scope of services identified above on an hourly basis. Labor fee will be billed according to our current standard hourly rate schedule. Our total estimated cost for the Scope of Services is $61,510 including all labor and reimbursable expenses. Fees and times stated in this Proposal are valid for 120 days after the date of this letter.
