ATTACHMENTS: Draft Resolution and information from other cities APPROVED BY: LJM RECOMMENDED ACTION: Discussion only. ISSUE Parks and Recreation staff were contacted by Veda Kanitz, a teacher at Rosemount High School, asking if a group of students could present information to the Parks and Recreation Commission regarding climate change. The students hope to have the City of Rosemount adopt a resolution in recognizing the challenges posed by climate change. The students feel that action is needed on a personal, local, state, and federal level in order to protect the environment. A few of the students will be present at the work session to make a few remarks. Included in the packet are sample resolutions from other cities that have been adopted. The Parks and Recreation Commission discussed the different resolution documents and asked that staff bring back a resolution that was similar to the Red Wing, MN resolution of support. Staff created the resolution as requested and at their regular meeting on Monday, September 24, 2018 they recommended that the draft resolution be sent to the City Council to be considered for approval. This topic has also been discussed at the City’s Environmental and Sustainability Task Force, and they recommend approval of the attached resolution. SUMMARY Staff is requesting the City Council discuss the draft resolution that has been included in the packet and provide direction to staff on next steps with this matter. If interested, staff will prepare the item for formal action by the Council at a forthcoming meeting. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA 2019- RESOLUTION OF THE CITY OF ROSEMOUNT ENDORSING ACTION ON CLIMATE CHANGE WHEREAS, the costs of climate change – including destabilized weather patterns, rising sea levels, extreme weather events, and other serious impacts – now pose a substantial threat to the health, prosperity, and security of Americans; and WHEREAS, the costs are real, they are growing, and they are already burdening businesses, tax payers, municipal budgets and families; and WHEREAS, prudent action now will be far less costly than the consequences of delayed response and will create a more stable business environment for our nation. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF ROSEMOUNT, that the City Council of the City of Rosemount urges Congress to sponsor and/or support measures that will acknowledge the serious threat posed by climate change and reduce greenhouse gas emissions in a clear, transparent, and effective way.
