HomeMy WebLinkAbout20190219 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 19, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, February 19, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Weisensel, Freske, Essler and Block attending. Staff present included the following; o Assistant City Administrator Foster o Director of Public Works Erickson o Community Development Director Lindquist The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA Assistant City Administrator Foster stated there were no changes. Motion by Weisensel Second by Freske Motion to Adopt the Agenda as presented. Ayes: 5 Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Recognition of Police Chief Mitchell Scott Chief Scott was appointed in July 2014 and earlier this month submitted his retirement notice. February 28th will be his final day with the Rosemount Police Department. Commander Mikael Dahlstrom will serve as Interim Police Chief. On behalf of the City Council, Mayor Droste honored Chief Scott and thanked him for his service. 3.b. Robert Trail Library Presentation Terry Rumpza, Branch Manager, of Robert Trail Library presented a presentation of the Robert Trail Library, highlighting the services of the library and also the future of the library. Expenditure Approval from the Donation Account – Parks & Recreation Dept. - Egg Hunt g. Budget Assignments h. Accept Proposal for Engineering Services Related to Utility and Street Improvements i. Renewal of the Vesterra, LLC and Stonex, LLC, Small Scale Mineral Extraction Permit for 2019 j. Request by Lennar for Final Plat Approval of Bella Vista 6th Addition Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. NEW BUSINESS 9.a. Request by John Green Partnership, LLC. for a Site Plan Review and Conditional Use Permit to Construct a Multi-Tenant Commercial Building with a Drive Through Facility Community Development Director Lindquist discussed the request submitted by John Green Partnership for a site plan review and conditional use permit for the former site of Hong Kong Bistro. Ms. Lindquist stated a site plan and conditional use permit were approved in 2017 to construct a commercial building for three tenants and a drive-through facility. Due to the conditional not being established within one year, the permit is null and void and a new request must be made. The Planning Commission held a public hearing on January 22, 2019, to review this request and receive public comment, which no public comments were received. The Commission voted unanimously to recommend approval of this request. The applicant was present this evening and answered questions from the council. The applicant discussed timelines, construction plans and the potential tenants; Noodles & Company and Jersey Mike’s. Motion by Freske Second by Block Motion to Adopt a Resolution Approving the Conditional Use Permit and Site Plan, with Variance for south parking setback, for a Commercial Building with Drive-Through Facility for John Green Partnership, LLC. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events for February and March. The next City Council work session and regular meeting will be held on Tuesday, March 5th, starting at 5:00 p.m. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 19, 2019 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was adjourned at 7:33 p.m. Respectfully Submitted, Erin Fasbender, City Clerk
