BACKGROUND
City Project 2018-03 is proposed to convert Bonaire Path East from the existing rural gravel section to a
paved section. The project will also include utility work and safety improvements at the existing railroad
crossing on Bonaire Path E to facilitate extending the City’s Quiet Zone.
On October 30, 2018, City staff hosted a public informational meeting for nearby property owners to
address questions and comments regarding the project and proposed assessments.
On November 5, 2018 the Council held a public hearing where they ordered these improvements and
authorized the preparation of plans and specifications.
The plans and specifications are available in the Engineering Department for viewing. The resolution
would accept the plans and authorize advertising this project for bidding. Advertisements for bid will
appear in the Rosemount Town Pages and Finance & Commerce on March 22th, 29th and April 5th,
2019. Bids will be opened on April 11, 2019.
The Minnesota State Aid Office is requiring restricted parking on Bonaire Path for the length of the
project improvements, in order to use Minnesota State Aid funding for this project. This is a standard
requirement, and parking is currently restricted on Bonaire Path West from South Roberts Trail (TH 3) to
Akron Avenue (CR 71). The proposed resolution would extend that existing “no parking” area from
Akron Avenue (CR 71) to Anderson Drive.
PROPOSED IMPROVEMENTS
The existing gravel roadway is proposed to be paved to a three lane typical section with a center turn lane
for most of the length, and a concrete median at the rail crossing. A new 10-foot wide asphalt trail is
proposed as there is currently no pedestrian facility on this section of Bonaire Path.

Two watermain lines are proposed: one with potable water and one with raw water for the future well
house planned for this area of Rosemount. An empty casing pipe will be installed to carry future sanitary
sewer north-south of Bonaire Path.
In order to treat runoff stormwater from the new impervious surface created by the project, two new
infiltration basins are proposed along the roadway. The project would also expand the existing infiltration
basin at the southeast corner of the Flint Hills Athletic Complex.
A concrete median, signals and crossing arms are proposed at the railroad intersection to meet Quiet Zone
standards. Once the proposed improvements are completed, the City would apply for a Quiet Zone at this
crossing.
COSTS & FUNDING
The Feasibility Report estimated the project cost at $3,833,000 as tabulated below:
This project is scheduled in the 2019-2028 CIP. It is proposed to be funded by a combination of MN State
Bonding funds, MN State-Aid funds, utility core funds, and special assessments of benefitting properties.
A preliminary assessment roll is included in the Feasibility Report.

“CC” will require City Council approval in order to move forward with the project.

RECOMMENDATION
Staff recommends Council adopt (1) the resolution to receive the plans and specifications and authorize
the advertising for bids for Bonaire Path East, City Project 2018-03; and (2) the resolution to restrict
parking on Bonaire Path East from Akron Avenue (CR 73) to Anderson Drive.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR
BONAIRE PATH E, CITY PROJECT 2018-03
WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and
specifications for Bonaire Path East, City Project 2018-03, and such plans and specifications have
been presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of
the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and
the Finance and Commerce an advertisement for bids upon the making of such
improvements under such approved plans and specifications for City Project 2018-03.
3. The advertisement shall be published in each of said publications at least once not less than
three (3) weeks before the date set for opening bids, specifying the work to be done, stating
the bids will be publicly opened on April 11, 2019 at 10:00 o’clock a.m. at the Rosemount
City Hall in said City, and that no bids will be considered unless sealed and filed with the
City Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check
payable to the City Clerk for five (5%) percent of the amount of such bid.
4. Such advertisement for bids is hereby authorized by the Council.

A RESOLUTION ESTABLISHING PARKING RESTICTIONS ON
BONAIRE PATH E FROM AKRON AVENUE (CR 73) TO ANDERSON DRIVE
FOR BONAIRE PATH E, CITY PROJECT 2018-03, SAP 208-105-002
WHEREAS, the City of Rosemount is planning the improvement of Bonaire Path in the 2019
construction season as City Project 2018-03, State Aid Project 208-105-002; and
WHEREAS, the City Council of the City of Rosemount is interested in the safety of its
residents; and
WHEREAS, the improvement project does not provide adequate width for parking on either
side of Bonaire Path; and
WHEREAS, approval of the proposed construction as a State Aid project must be
conditioned on the establishment of no parking restrictions on Bonaire Path.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota that the City shall prohibit parking of motor vehicles on both sides of Bonaire Path from
Akron Avenue to Anderson Drive at all times.
