RECOMMENDED ACTION: Motion to Adopt Resolutions to Establish two new State Aid
Routes and Revoke one existing State Aid Route.
BACKGROUND
Each year, based on development and the addition of new streets, the City updates the mileage of the
entire street system and certifies this information to the Municipal State Aid District Engineer. This is
done as part of the City’s requirements as an MSAS city. Cities can designate up to 20% of their certified
mileage as Municipal State Aid Streets, which makes that street eligible for receiving MSAS funds for
construction and maintenance. It also increases the total allotment of MSAS funds the city receives each
year. These can be both existing streets and non-existing streets that are planned for future construction.
It is proposed to designate the following streets to the system:
• 140th Street E: from approximately 0.23 miles west of TH 52 to TH 52 (0.23 existing miles)
• Evermoor Parkway: from the west city limits (City of Apple Valley) to Shannon Parkway (0.77
existing miles)
It is proposed to revoke the following street to the system:
• MSAS 116 Clark Road (Non-Existing): from CSAH 42 to 140th Street (0.5 non-existing miles)
The above revisions to the City’s MSAS may be made by adoption of the attached resolution by Council
and acceptance by the Commissioner of Transportation. The City will begin utilizing MSAS funding on
the updated system in 2019.
It should be noted that Apple Valley is in the process of designating Evermoor Parkway from their east
city limit to Diamond Path/County State Aid Highway 33 at this time as well. It is anticipated that Apple
Valley’s City Engineer will propose a similar resolution to the Apple Valley City Council in the near future.
This will enable this route to be connected at each end point as required by MSAS rules. There is currently
0.85 miles of undesignated mileage in Rosemount that can be added to the MSAS. The total amount of
street mileage proposed to be added is 0.5 miles, leaving 0.35 miles undesignated at this time.
With Council’s authorization, staff will submit the approved resolutions to MnDOT for approval of the
revisions as shown on the attached maps.
RECOMMENDATION
Staff recommends that City Council adopt of the attached resolutions.

RESOLUTION 2019 - 25
A RESOLUTION ESTABLISHING MUNICIPAL STATE-AID STREETS
WHEREAS, it appears to the City Council of the City of Rosemount that the streets hereinafter described
should be designated Municipal State Aid Streets under the provisions of Minnesota Law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount that the roads
described as follows, to-wit:
• 140th Street E: from approximately 0.23 miles west of TH 52 to TH 52 (0.23 existing miles)
• Evermoor Parkway: from the west city limits (City of Apple Valley) to Shannon Parkway (0.77
existing miles)
be, and hereby is established, located and designated as Municipal State Aid Streets of said City, subject to
the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two
certified copies of this resolution to the Commissioner of Transportation for consideration, and that upon
his approval of the designation of said roads or portions thereof, that same be constructed, improved and
maintained as Municipal State Aid Streets of the City of Rosemount, to be numbered and known as a
Municipal State Aid Streets:
• 140th Street E: MSAS 115
• Evermoor Parkway: MSAS 138

A RESOLUTION REVOKING MUNICIPAL STATE-AID STREETS
WHEREAS, it appears to the City Council of the City of Rosemount that the road hereinafter described as
a Municipal State Aid Street under the provisions of Minnesota Laws;
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the road
described as follows, to-wit:
• MSAS 116 Clark Road (Non-Existing): from CSAH 42 to 140th Street (0.5 existing miles)
be, and hereby is, revoked as a Municipal State Aid Street of said City subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is authorized and directed to forward two certified
copies of this resolution to the Commissioner of Transportation for his consideration.
ADOPTED this 19th day of March 2019.
